**ABOUT THE ROLE**

As the Head of Development Planning, you will be responsible for the first three stages of the software development life cycle: Planning, analysis, and 20% of design (Restricted to High Level Design). From clarifying the alignment of the project and how it intersects and impacts other ongoing projects, to resource availability, allocation, scheduling and costing, the Head of Development Planning must create the scope of work and devise the roadmap for successful delivery.

You will face the complex challenge of interfacing between the internal and external business stakeholders and software engineering functions of the business. There will be a clear focus on the articulation of business needs as functional requirements, but also the documentation and improvement of software design patterns that will define how solutions are created and accepted.

Following an agile/scrum development process, the Head of Development Planning reports to the Head of Technology, and works closely with the Head of Development Execution and the Head of Infrastructure and Systems. This role manages a small team including a systems/solution architect and a junior specialist.

Key accountabilities
- Lead the organizations planning activities on new programs, projects, and functional capabilities to the point of hand-off to the development execution team.
- Work with business stakeholders to perform requirements gathering and identify goals that can translate into functional software requirements, ensuring that the goals make sense and are achievable.
- Define staged deliverables so that work effort can be accomplished in sprint timelines while meeting business needs as quickly as possible.
- Identify quantifiable metrics for success
- Prevent scope creep - you are a gate for all work efforts performed by the development execution team.
- Plan for integration.
- The role is intended to be limited to the 20% of the scope of Design in an Agile workflow - limited to high level design and architecture.
- A primary function of the role is to be the custodian of design patterns in Virgin Mobile that all internal and external developers are required to develop against.
- Management of staff
- You will manage 1 full time staff responsible for documenting and design software architecture that will be passed to the development executing team for further enhancement and refinement.

- You will manage up to 2 software architectures in outsourced entities contracted by Virgin Mobile.
- Working with the other Heads to lead the development of Virgin Mobile’s technology strategy as it relates to core systems, supporting systems, and mobile apps.
- Planning, project management and implementation leadership, identifying opportunities for automation, cost savings, and service quality improvement as part of design..
- Provides design vision, enables innovation and seeks to leverage software design trends that can create business value consistent with the company’s requirements and expectations.
- Participate in the formulation of the company's enterprise technology and business plans; assessing design and resourcing impact, overall feasibility, and ensuring the plan is aligned with and supports the strategic goals of the business.
- Hands-on technical depth enables direct oversight, problem-solving leadership and participation for complex software development and support.

**Requirements**:

- College diploma in Information Technology completed 4-8 years ago, Bachelor degree in Computer Science completed 4-8 years ago, or equivalent experience.
- Evidence of continuing education, whether formal/structured or informal, in the field of software development and design patterns.
- Business studies would be welcomed
- Scrum training or software development experience highly desired
