Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of the IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). The Global Road Safety Partnership (GRSP) ( is a hosted programme of the IFRC and is a voluntary association of governments, businesses and civil society organisations. Both the IFRC and GRSP are headquartered in Geneva, Switzerland. The GRSP has full time staff based in Geneva, Kuala Lumpur, Budapest, Nairobi, Buenos Aires and Panama and a cadre of globally based consultants. The aim of the GRSP's work is to reduce death and serious injuries as a result of road crashes with a focus on low- and middle-income countries.

According to the World Health Organization, road traffic injuries claim more than 1.19 million lives each year and result in approximately 50 million injuries. Low and middle-income countries are disproportionately negatively affected. Globally, road traffic deaths are the leading cause of death among young people aged 5 to 29 years and can cost governments between 3 and 5% of GDP. Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this global pandemic. GRSP's work includes:

• Carrying out a variety of member and non-member funded road safety projects and research throughout the world but focused primarily in Africa, Asia and Latin America.
• Managing a Road Safety Grants Programme that supports civil society and Red Cross/Red Crescent National Societies to strengthen legislation and policies that impact on road safety.
• Undertaking projects in low- and middle- income countries to reduce road crash deaths and serious injuries.

• Running road policing capacity building and training programmes in multiple cities and countries.
• In conjunction with Johns Hopkins University International Injury Research Unit, running Global Road Safety and Road Policing Leadership programmes.

GRSP's work is funded by members, donors and development banks, with Bloomberg Philanthropies funding the largest programme, the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS).

GRSP's work specifically contributes to meeting the United Nations Sustainable Development Goals (SDG "By2030, halve the number of global deaths and injuries from road traffic crashes" and 11.2 – "By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons." GRSP also contributes to meeting the broader SDG sustainability agenda.

Job Purpose

This consultancy will strengthen GRSP's evidence-based road safety training programmes through strategic development and delivery support. The consultant will have an excellent understanding of the components of the Safe System approach to road safety, an extensive knowledge of contemporary global road safety and public health research, experts and decision makers as well as a good understanding of international road safety funding models and opportunities. The consultant will also have experience in and understanding of technical and legislative facilitators and barriers to effective road safety policy and legislative development, road policing capacity building and programme implementation in the context of low- and middle-income countries.

Job Duties and Responsibilities

At the direction of the GRSP Senior Manager or Chief Executive Officer (CEO):

• Strategically support GRSP with the development and delivery of evidence-based road safety training courses and programmes that are based on the safe system approach.
• Develop course agendas, create content and deliver courses that maximise participant interaction, facilitate networking opportunities and employ data-based local and regional good practice examples. Course delivery modalities may thereby include face-to-face, online or blended delivery approaches.
• Works closely with GRSP partners and international experts and stakeholders on the development and delivery of all assigned programmes.
• Develops new technical training resources, including expanding the suite of global road safety and road policing courses, considering global trends and their relevance to the low- and middle-income context.
• Travels to locations, including to low- or middle-income countries as required to plan or deliver programmes.

Upon commission of consultant services, specific Terms of Reference (ToR) will be provided. TORs will include specific project objectives, desired outcomes, consultancy outputs, method of delivery and time requirements.

The consultant will be contracted by the IFRC and the standard contractual terms will apply.

Education

Required

• Postgraduate degree in public health, road safety, communication or related fields, with a focus on behavioural risk factors.
• Relevant technical training in road safety.

Experience

Required

• At least 10 years' experience working in the field of global road safety, with a preference for experience in road safety in the low- and middle-income country context.
• Experience in developing and delivering training programmes, including the development of complex theoretical content for lay audiences, using interactive group work elements, online, face-to-face and blended delivery modes.
• Experience in working with multiple international partners to implement training programmes.
• Experience delivering technical content, particularly focused on road safety
• Demonstrated experience in managing complex partnerships to facilitate programmatic outcomes.
