**Overview**:
**To manage and oversee the** end-to-end bid and proposal process, managing cross-functional teams, overseeing and reviewing all bids, and leading the design and submission of competitive proposals to clients requesting Masdar’s support in relation to clean energy projects in order to optimize Masdar’s chances of winning new projects in line with overall clean energy and business development strategies, plans and standards.**

Key Accountabilities:
**Bid management process;**
- Act as a focal point for the receipt of all opportunities/requests from clients or prospective clients for clean energy projects in order to ensure the review of requests and scope of services.
- Develop a summary of scope of services and highlight key points that bid/no bid decision makers should pay attention to (e.g., contractual modalities, terms, critical dates, areas of expertise needed, etc.).
- Manage the bid qualification process, requesting a decision to bid / no bid from relevant stakeholders as per the delegation of authority and responsibility matrix and ensure properly and timely escalation as and when required.

**Proposal development;**
- Once a decision to bid is made, ensure the development of the proposal by managing cross-functional bid teams, assigning roles and communicating clear expectations to each team member who will be contributing to the proposal and to writing the tender for the services and sub contracts ensuring strict adherence to quality standards and to timelines.
- Ensure the development and proposal of a solution and approach that meet customer requirements and display an understanding of their needs that would maximize Masdar’s chance of winning the work.
- Take responsibility for reviewing any questions or clarifications required from the client and arranging for answers.
- Arrange all post bid reviews with customers, as well as post contract award clarifications.

**Commercial proposal and pricing;**
- Act as the first point of contact for the client, and liaise with main EPC contractor, sub-contractors, vendors and estimators who produce the price element of a bid.
- Compile, edit, and proof read commercial proposals which contain technical content and designs ensuring that these are presented in a professional and concise manner.
- Ensure the proposal of a pricing structure that will maximize the winning potential for a bid while ensuring that Masdar’s required project profitability targets are met.
- Ensure the development and use of consistent pricing tools/spreadsheets for costing all proposals that capture all pricing details and breakdowns.

**Bids and proposals documentation and references;**
- Manage the development and maintenance of an electronic storage database for all documents and references to ensure ease of future reference and availability of any information in the future.
- Maintain accurate and updated record of all bid and proposal requests, work and deliverables.

**Bid and proposal governance and processes;**
- Develop and ensure execution of all necessary bid and proposal procedures, governance, and processes in order to ensure consistent approaches are applied across clean energy.
- Develop a set of standard templates for less complex bids in order to promote consistency and time saving.
- Contribute to the development of cross functional team responsibility matrix which includes responsibility matrix for quality assurance of proposals to ensure systematic and timely input on all bids. Also, develop virtual “bidding team” structure with roles and responsibilities to be utilized as needed.

**Bid reporting;**
- Ensure that all bid summaries and updates are collected on a regular basis and communicated to management, including as necessary areas of concern for management intervention.

**Quality management;**
- Ensure that all proposals are quality assured as per the approved responsibility matrix.
- Oversee the quality of all aspects of bids and proposals, including written documentation and presentations, ensuring all bid documentation is clear, concise and compelling.
- Ensure the visual quality of all documentation and presentation material is of high standard and reflecting the professionalism and international standards of Masdar.

**Stakeholder management with bid and proposal cross-functional teams;**
- Establish cross-functional teams for proposal development selecting the most suitable team members according to the project requirements and communicating clear expectations, standards and requirements so that bids and proposals are completed effectively and accurately.
- Negotiate and guarantee with the different support units the availability of team members required for proposal development/review.
- Manage relations and inputs from stakeholders, typically involving contributions from sales, marketing, product teams, finance, commercial, legal and delivery.
