HR Officer

We are looking to hire a **HR Officer **for a large holding group based in Dubai. You will be driving the **Learning & Development** **and Performance Management plans **for employees through implementation of the **talent management, development and performance strategy **that aims to develop and retain the right talent for the organization.
This position will be initially a 6 month contract role with a possitbility to go permanent based upon the performance.
**Roles and Responsibilities**:
**Training Plan, Learning & Development**
- Conducts annual training and development needs assessment.
- Develops training and development programs and objectives.
- Coordinate with various department stake holders and build training plans required for the development of the employee.
- Administers spending against the departmental budget.
- Build and manage good relationships with external training providers to ensure timely and efficient completion of programs.
- Plan and brief training companies to organize trainings plans required for a calendar year.
- Obtains and /or develops effective training materials utilizing a variety of media.
- Plans, organizes, facilitates and orders supplies for employee development and training events.
- Develops and maintains organizational communications such as intranet bulletin boards and newsletters to ensure employees have knowledge of training and development events and resources.
- Conducts follow-up studies of all completed training to evaluate and measure results.
- Exemplifies the desired culture and philosophies of the organization.
- Works effectively as a team member with other members of management and the HR staff
- Tracking budgets and negotiating contracts.
- Identify training resources and examine the cost-benefit of training proposals.
- Evaluate e-learning platforms and external training providers’ scope of services to ensure they meet the desired requirements and can showcase previous experience in the provision of similar learning programs.
**Performance Management**:
- Responsible for providing support and coordination on various projects and activities related to the performance management process
- Provides measurement standards, targets and KPIs to the management team with respect to the performance management process, including both informal performance and annual formal performance appraisals
- Reviews, monitors and analyzes performance results system wide and reports them accordingly
- Researches, plans, organizes, and conducts performance management programs and seminars for clerical, supervisory, technical, and lower-level management personnel
- Works closely with business stakeholders and identify training needs and areas for improvement.
- Audit the performance management goals set by various teams.
- Keeps abreast of developments in the field by engaging in professional development activities
- Performs other related duties as assigned by the Supervisor
**Human Resources**:
- Support other HR team member as and when required.
**Requirements & skills**:
- Bachelor’s Degree in Business Administration, Human Resources or Organisational Development from an accredited institution required.
- CIPD or other Professional Learning & Development Certification will be an advantage.
- 5+ years of experience including 3 years in L&D and Performance Management
- Proficiency in using HR systems (experience in Oracle ERP is an advantage)
- Good understanding of UAE Labor Laws.
- Experience of either developing & delivering training or of structuring & facilitating workshops with a manager or professional level audience
- In depth knowledge of performance management concepts, theories & related practices & tools with substantial experience of incorporating these into business focused solutions.
- Excellent organizing and project management skills
- Ability to plan, organize, coordinate, multitask and prioritize under pressure with mínimal supervision
- Excellent interpersonal skills with the ability to interact at all levels.
