Roles and responsibilities

We are seeking an experiencedProcurement and Logistics Manager to oversee our sourcingFacilities Management projects for outstations within the aviationindustry. The candidate will be specialised in managing procurementand logistics for construction projects. Additionally the candidatewould also be responsible for the developing and implementingstrategies for procurement, contract, and vendor management for adefined portfolio of contracts/commodities. To achieve the lowesttotal cost of purchase/ownership and optimum terms &conditions in accordance with best procurement techniques. Thiswill include issue of tenders; direct supplier negotiations;preparation and evaluation of options available; criticalassessment of business risk associated with options and differentscenarios to develop the best negotiating strategies; preparationof written contracts and administration of all contracts. Whereappropriate, these functions should be done in close co-operationwith customer and supportdepartments.

What You WillDo

  • Manage ateam of procurement specialists to ensure that customer departmentactivities are efficiently supported by Procurement while ensuringthat the best commercial interests of the organisation areserved.
  • Manage full contract negotiationprocess for all contracts. These will include negotiations withsuppliers, Government Authorities and any other third parties asappropriate.
  • Management of the full tenderprocess for purchasing and contracting including sourcing,pre-qualification, and evaluation of suppliers; preparation of thetender documents; administration of the tender process to ensuretime scales are met; negotiation of terms & conditions; andevaluation of responses.
  • Ensure contractadministration for all contracts including writing of contracts (inliaison with Legal, Insurance, Finance and Customer Departments),communication with potential suppliers, post contract reviews etc.This would include development and adherence to agreed ServiceLevel Agreements (SLAs) with suppliers and other stakeholders whererelevant.
  • Independently manage and authorisecontracts and orders up to a value of AED 500,000. Where contractvalues exceed these financial limits, analyse and preparemanagement reports & recommendations for review &approval at VP & SVP level, asnecessary.
  • Develop and maintain a workprogramme of contracts due for negotiation, including pro-activeidentification of any opportunities for costimprovement.
  • Account manage the requirementsand concerns of Customer Departments at all times to ensure thatthe Customer Department is fully involved in the procurementprocess. The successful development with these relationships atSVP, VP & Grade 10 level is crucial to ensure efficient andeffective supplier selection.
  • Seek continuousimprovement of the procurement process and procedures to ensureEmirates is at leading edge of industrypractices.
  • Proactively search for and identifyopportunities for cost reduction wherever possible. Benchmark theperformance of their sections against availablestatistics/indicators and identify areas for improvement. This willinclude knowledge of technical advances, market developments andother relevant changes in the supplymarket.
  • Identify and pursue opportunities forjoint purchasing with Sri Lankan Airlines with a view to reducingunit costs of acquisition to the benefit of bothcompanies.

Desired candidate profile

  • Master Degree or Bachelor Degree inProcurement, Finance, Engineering, MBA equivalent to CIPS orMCIPS.

RecommendedInternational Qualifications

  • MCIPS, CIPS, CPP, CSMP, CPSM, IPSCMIqualifications (CIPP, CPPP, CISCP, CICCM, CIPN, CITLP, CISM,CMPO).
  • 10+ Years of experience in Procurement& Logistics management, preferable within the aviation orconstruction industry.

  • Experience preferably in an Airlineor other Blue-Chip Organisation in the middle management level withstrong financial acumen.
  • The job holder musthave a proven track record of analytical decision-making, withstrong commercial acumen. He/she must have strong organisationaland negotiation skills.
  • The job holder willoften be required to influence the decision-making process of linedepartments. To do so effectively, the job holder must have theinterpersonal skills, experience, and confidence to adequately dealwith senior personnel.
