Talent Intelligence Hub is a UAE-based boutique HR consulting and training firm delivering high-impact solutions in HR consulting, business consulting, corporate training (public and in-house), coaching, and recruitment advisory across the GCC. Our clients include government entities, large corporates, and high-growth companies, primarily in Dubai and Saudi Arabia.

Role Overview

This is a revenue-driven closing role. The Business Development Manager is responsible for generating new business, managing prospects through the full sales cycle, submitting RFPs, and closing deals for the following offerings:


• Corporate training programs (public and in-house)


• HR and Business consulting projects


• Recruitment mandates (retainer or success fee model)

Only candidates with direct closing experience in these service lines will be considered.

Key Responsibilities


• Own the complete sales cycle: prospecting, pitching, proposal development, negotiation, and closing.


• Sell corporate training, consulting projects, and recruitment engagements to new and existing clients.


• Manage the full RFP process from receipt to submission, including coordination with internal stakeholders, pricing, and proposal preparation.


• Work closely with procurement departments to ensure compliance with tender requirements.


• Build and maintain a strong pipeline of qualified opportunities across UAE and Saudi Arabia.


• Present proposals to senior decision-makers including CEOs, CHROs, and procurement leaders.


• Maintain accurate forecasting and activity reporting using a CRM (HubSpot or similar).


• Meet monthly and quarterly revenue targets.

Required Experience (Strict Criteria)

Candidates must meet all of the following requirements:


• Proven track record of closing corporate training, HR consulting, and recruitment deals.


• Minimum 5–7 years of business development experience in a training provider, HR consulting company, or recruitment advisory firm.


• Hands-on experience working with procurement departments of medium to large organizations.


• Demonstrated experience managing RFP processes end to end.


• Strong understanding of the GCC business landscape, specifically Dubai and Saudi Arabia.


• Excellent negotiation, proposal writing, and presentation skills.


• Fluent in English; Arabic is an advantage.

Candidates from industries such as real estate, hospitality, SaaS, or general client servicing will not be considered for this role.

• Growth in new client accounts and repeat business
