Company Overview:
This organization is involved in the exploration, production, transportation, and marketing of crude oil and natural gas. It operates through three primary segments: Upstream, Downstream, and Corporate. The Upstream segment encompasses the exploration and production of crude oil, natural gas, and natural gas liquids. The Downstream segment is dedicated to refining, logistics, power generation, and the marketing of crude oil, petroleum, and petrochemical products, along with related services for both international and domestic clients. The Corporate segment provides essential support services, including human resources, finance, and information technology.

Position Summary:
We are looking for a Business Development Specialist to be part of the East Hub Division within the LTC Business & Project Development Department. The role involves establishing the Linear Programming (LP) and economic models for third-party Build, Own, Operate, and Maintain (BOOM) evaluation, project financing, and managing interfaces among various groups with technical execution and commercial subject matter experts (SMEs). The Business Development Specialist will report to the Manager and collaborate closely with modeling and optimization engineers and other project team members.

Key Responsibilities:

  • Ensure consistency between the details and assumptions of the economic model and the Linear Programming (LP) model.
  • Provide essential economic parameters, including Net Present Value (NPV) and Internal Rate of Return (IRR).
  • Facilitate internal alignment among stakeholders regarding economic parameters.
  • Develop the economics for Value Add and Capital Efficiency components and provide necessary details for commercial assessments.
  • Assess Chemical Competitiveness and provide insights to improve overall economics.
  • Establish and evaluate various market scenarios to support and enhance project value.
  • Define and participate in Case Study deliverables, identifying key optimization initiatives essential for the overall facilities scope, cost estimates, schedule, and tracking the development of Gate deliverables for management approval.
  • Manage the interface and interaction between Government Engagement, GHG (Greenhouse Gas) Abatement, Finance Readiness Workstreams, and the Project Development Group.
  • Collaborate with the Government Engagement Workstream to assess the economic impact within the region, including job creation and GDP, and update these figures throughout each phase while ensuring stakeholder alignment.

Qualifications:

  • Relocation Requirement: This position necessitates the candidate to permanently relocate.
  • A Bachelor’s degree in Chemical Engineering from an accredited program.
  • A minimum of 15 years of experience, particularly in the Refining & Chemicals sector.
  • Prior experience in Linear Programming (LP) and Economic Modeling.
  • Expertise in PIMS LP (Process Integration and Modeling System) for developing and modifying LP models.
  • Proficiency in Economic Model development and analysis.
  • Experience in new business development, particularly regarding third-party Build, Own, Operate (BOO) or Build, Own, Operate, Transfer (BOOT) evaluation and selection processes.
  • Experience in execution, commercial aspects, and project financing within the industry.
  • A background in infrastructure, third-party collaboration, and interface management.
  • Technical interface management experience is essential.
