The Corporate segment provides essential support services such as human resources, finance, and information technology.

Job Summary:
We are in search of a Senior Operations Engineer to become part of the West Hub Division within the Business & Project Development Department. This division will oversee the West HUB Project Development activities under the Liquid to Chemicals Program (LTC) and will be responsible for project assessment and the fulfillment of project requirements throughout the various phases of Front-End Loading (FEL). Additionally, this role will lead the formation and activities of the Integrated Project Team (IPT) and establish project steering committees to facilitate significant project decisions. The selected candidate will ensure that all work is executed in alignment with the project scope and plans while managing any contingencies that may arise during execution.

Key Responsibilities:

  • Enhance and execute Capital Efficiency initiatives identified from previous grassroots steam cracker complexes.
  • Define the scope and bases for the Steam Cracker and C4 Co-products facilities.
  • Provide insights for technology selection and contribute technical expertise to Linear Programming (LP) and economic evaluations.
  • Establish criteria and methodologies for selecting Steam Cracker and Co-products licensors, in collaboration with a Technologist.
  • Work alongside the Technologist to review technical analyses, make recommendations for adjustments, and assess the economic modeler's findings.
  • Develop, review, and approve Invitation to Bid (ITB) documents, Facility Design Basis documents, and technical interface bases in coordination with contractors.
  • Create a plan for technical readiness for the refinery upgrader, Steam Cracker, and Co-products.
  • Coordinate remote support from additional Process Specialists as necessary to assist in Licensor selection and technical basis setting.

Qualifications:

  • Location Requirement: This position necessitates a permanent relocation to Dhahran, Saudi Arabia.
  • A minimum of a Bachelor's degree in Chemical Engineering from an accredited program.
  • A minimum of 10 years of experience in the Refining & Chemicals sector with a focus on integration.
  • Prior experience in Project Engineering, Design, and Execution for refinery and chemical plants.
  • Ability to provide technical input to the Linear Programming (LP) Model and evaluate its results, making recommendations for enhancements.
  • Experience in chemical derivative process licensor selection and technology analysis.
  • Familiarity with refinery and residue processing technologies.
  • Experience in delivering technical services for Olefins and Polymers.
  • Knowledge of Olefins and Polymers operations.
  • Capability to develop chemical process yields and qualities.
  • Understanding of operating expenses (opex) associated with a Chemicals Complex.
  • Experience in defining the scope basis for chemical facilities.
  • Proficiency in chemical detail engineering and design.
  • Able to provide technical input to LP and economic assessments.
