The Upstream segment encompasses exploration, field development, and production of crude oil, natural gas, and natural gas liquids. The Downstream segment is dedicated to refining, logistics, power generation, and the marketing of crude oil, petroleum, and petrochemical products, along with related services for both international and domestic clients. The Corporate segment provides essential support services, including human resources, finance, and information technology.

Position Summary:
We are looking for a Senior Operations Engineer to be part of the West Hub Division within the Business & Project Development Department. This division will primarily oversee the West HUB Project Development under the Liquid to Chemicals Program (LTC) and will lead the project assessment and delivery of project requirements throughout the various phases of project execution. Additionally, this role will be responsible for forming and managing the Integrated Project Team (ITP) and establishing project steering committees to facilitate significant project decisions. The selected candidate will ensure that all work is executed in alignment with the project scope and plans while addressing any contingencies that may arise during implementation.

Key Responsibilities:

  • Enhance and execute Capital Efficiency initiatives identified from previous grassroots steam cracker complexes.
  • Define the scope and bases for the Steam Cracker and C4 Co-products facilities.
  • Provide insights for technology selection and contribute technical expertise to Linear Programming (LP) and economic evaluations.
  • Establish selection criteria and methodologies for choosing Steam Cracker and Co-products licensors, in collaboration with a Technologist.
  • Work alongside the Technologist to assess technical analyses and recommend necessary adjustments, followed by reviewing the economic modeler’s findings.
  • Develop, review, and approve Invitation to Bid (ITB) documents, Facility Design Basis documents, and technical interface bases in coordination with contractors.
  • Create a plan for technical readiness concerning the refinery upgrader, Steam Cracker, and Co-products.
  • Coordinate remote assistance from additional Process Specialists as required to support licensor selection and technical basis setting.

Qualifications:

  • Relocation to Dhahran, Saudi Arabia is a requirement for this position.
  • Must possess a minimum of a Bachelor's degree in Chemical Engineering from an accredited program.
  • At least 10 years of experience in the Refining & Chemicals sector with a focus on integration.
  • Prior experience in Project Engineering, Design, and Execution for refinery and chemical facilities.
  • Ability to provide technical input to the Linear Programming (LP) Model and assess its outcomes, making recommendations for enhancements.
  • Experience in selecting chemical process licensors and conducting technology analyses.
  • Familiarity with refinery and residue processing technologies.
  • Experience in delivering technical services for Olefins and Polymers.
  • Knowledge of Olefins and Polymers operations.
  • Capability to develop chemical process yields and qualities.
  • Understanding of operating expenses (opex) associated with a Chemicals Complex.
  • Experience in establishing the scope basis for chemical facilities.
  • Proficiency in detailed engineering and design within the chemicals sector.
  • Adept at providing technical insights for LP and economic evaluations.
