Roles and responsibilities
  • JOBPURPOSE:
  • Manage Project Technical HSEDiscipline, act as ADNOC RLNG Project technical HSE Authority andprovides expert advice to the organization in all technical HSEmatters.
  • Perform all technical HSE Managementactivities for the ADNOC RLNG Project
  • Establisha comprehensive technical HSE Management System for the ADNOC RLNGproject in compliance with ADNOC HSE Standards and applicableregulatory requirements.
  • Well Familiar withADNOC HSE Standards and AGESrequirement
  • Conversant with HSE Best AvailableTechnique and International HSE Design Standards e,g. IE15, NFPA,API etc )
  • Familiar with various technical HSESoftware
  • Prepare an technical HSEplan
  • Prepare ADNOC RUWAIS specific policies andprocedures for technical HSE
  • Prepare technicalHSE training plan(s)
  • Execute a Job SafetyAnalysis prior to undertaking hazardousjobs
  • Ensure that ADNOC permit to work systemwill be strictly followed and ADNOC WMS (Work ManagementSystem)forms will be used
  • Establish anaccident/incident (inc. environmental) investigation/reportingprocedure
  • Maintain technical HSE records andenforce technical HSE regulations
  • Ensure ADNOCRLNG Crisis Management and Emergency Response's securityrequirements, recommend and design securityspecifications.
  • Coordinate and supervise theactivities of assigned personnel in all project Disciplines andensure performance of technical HSE functions at the levelestablished by corporate management.
  • Aware ofADNOC Contractor HSE Performance requirements, and ensure effectiveHSE Management system
  • Report to Manager,Project HSE on the status of planning and implementation ofactivities to ensure safe construction, commissioning, start-up andoperation of Project .
  • Perform technical HSEaudits and implement its findings
  • Develop anemergency response plan for the Project
  • Able tofacilitate technical HSE workshops, e.g. HAZOP, SIL, HAZID, BowTie,PHSER, Ergonomic study, F&G Mapping studyetc.
  • Ensure that the Project technical HSEpolicy and objectives are established and compatible with thestrategic direction of ADNOC
  • Manage HSE RiskManagement and Loss Prevention
  • Ensureconsistent implementation of Technical HSE standard and integrationof ADNOC HSEMS requirements throughout the life cycle ofprojects.
  • Developing, leading, and promoting aculture in the Project organization that supports the intendedoutcomes of the HSEMS to ensure and encourage reporting ofincidents, hazards, risks andopportunities.
  • Ensure that Pre-Start-Up SafetyReview (PSSR) is conducted in compliance with ADNOC PSSR Standardfor new facilities prior to initialstart-up
  • Ensures that HSE pre-qualification andselection criteria for Contractors and suppliers has beenestablished for all work performed by contractors / sub-contractorsand suppliers.
  • Audit Project technical HSEprocedures and its implementation, specify the requirements ofaudit teams for competency, experience in subject area of theaudit, and impartiality considering ADNOC Audit & AssuranceStandard (HSE-GA-ST09). The auditor is qualified for auditing atleast ISO 45001, ISO 14001, ISO 9001 and meet requirements of ISO19011.
  • Lead ADNOC integrated technical HSEaudits of Contractors operations, recording results of audits,findings, and corrective actions.
Desired candidate profile
  • Ensure Project HSE incidents are investigatedin a timely manner, with accountabilities assigned, and progress onrecommended actions are monitored until close-out. To ensure thatthese investigations are carried effectively andthoroughly:
  • employees are aware of the incidentreporting procedures and participate in incident investigations;and
  • Training are provided in incidentinvestigation to appropriate staff throughout theProject.
  • Ensure full preparedness andcapability of emergency/crisis response team and overall ADNOC tohandle any potential emergency in order to protect ADNOC interestsand ensure continuity ofbusiness.
  • QUALIFICATIONS, EXPERIENCE, KNOWLEDGE& SKILLS:

MinimumQualification

  • Bachelor's degree inchemical engineering risk management, Engineering or ManagementDisciplines or Equivalent
  • Level 6 Diploma inOccupational Health and Safety or equivalent

Minimum Experience& Knowledge & Skills

  • 20 years of diverse experience in theproject technical process safety activities in the LNG, oil and gasindustry with minimum 3 years at technical HSE Managerial levelexperience.
