  1. JOB PURPOSE: Manage Project Technical HSE Discipline, act as ADNOC RLNG Project technical HSE Authority and provides expert advice to the organization in all technical HSE matters.
  2. Perform all technical HSE Management activities for the ADNOC RLNG Project.
  3. Establish a comprehensive technical HSE Management System for the ADNOC RLNG project in compliance with ADNOC HSE Standards and applicable regulatory requirements.
  4. Well Familiar with ADNOC HSE Standards and AGES requirement.
  5. Conversant with HSE Best Available Technique and International HSE Design Standards e.g., IE15, NFPA, API etc.
  6. Familiar with various technical HSE Software.
  7. Prepare a technical HSE plan.
  8. Prepare ADNOC RUWAIS specific policies and procedures for technical HSE.
  9. Prepare technical HSE training plan(s).
  10. Execute a Job Safety Analysis prior to undertaking hazardous jobs.
  11. Ensure that ADNOC permit to work system will be strictly followed and ADNOC WMS (Work Management System) forms will be used.
  12. Establish an accident/incident (inc. environmental) investigation/reporting procedure.
  13. Maintain technical HSE records and enforce technical HSE regulations.
  14. Ensure ADNOC RLNG Crisis Management and Emergency Response's security requirements, recommend and design security specifications.
  15. Coordinate and supervise the activities of assigned personnel in all project Disciplines and ensure performance of technical HSE functions at the level established by corporate management.
  16. Aware of ADNOC Contractor HSE Performance requirements, and ensure effective HSE Management system.
  17. Report to Manager, Project HSE on the status of planning and implementation of activities to ensure safe construction, commissioning, start-up and operation of Project.
  18. Perform technical HSE audits and implement its findings.
  19. Develop an emergency response plan for the Project.
  20. Able to facilitate technical HSE workshops, e.g. HAZOP, SIL, HAZID, BowTie, PHSER, Ergonomic study, F&G Mapping study etc.
  21. Ensure that the Project technical HSE policy and objectives are established and compatible with the strategic direction of ADNOC.
  22. Manage HSE Risk Management and Loss Prevention.
  23. Ensure consistent implementation of Technical HSE standard and integration of ADNOC HSEMS requirements throughout the life cycle of projects.
  24. Developing, leading, and promoting a culture in the Project organization that supports the intended outcomes of the HSEMS to ensure and encourage reporting of incidents, hazards, risks and opportunities.
  25. Ensure that Pre-Start-Up Safety Review (PSSR) is conducted in compliance with ADNOC PSSR Standard for new facilities prior to initial start-up.
  26. Ensures that HSE pre-qualification and selection criteria for Contractors and suppliers has been established for all work performed by contractors / sub-contractors and suppliers.
  27. Audit Project technical HSE procedures and its implementation, specify the requirements of audit teams for competency, experience in subject area of the audit, and impartiality considering ADNOC Audit & Assurance Standard (HSE-GA-ST09). The auditor is qualified for auditing at least ISO 45001, ISO 14001, ISO 9001 and meet requirements of ISO 19011.
  28. Lead ADNOC integrated technical HSE audits of Contractors operations, recording results of audits, findings, and corrective actions.
Desired candidate profile
  1. Ensure Project HSE incidents are investigated in a timely manner, with accountabilities assigned, and progress on recommended actions are monitored until close-out. To ensure that these investigations are carried effectively and thoroughly:
  2. Employees are aware of the incident reporting procedures and participate in incident investigations.
  3. Training is provided in incident investigation to appropriate staff throughout the Project.
  4. Ensure full preparedness and capability of emergency/crisis response team and overall ADNOC to handle any potential emergency in order to protect ADNOC interests and ensure continuity of business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification:

  1. Bachelor's degree in chemical engineering, risk management, Engineering or Management Disciplines or Equivalent.
  2. Level 6 Diploma in Occupational Health and Safety or equivalent.

Minimum Experience & Knowledge & Skills:

  1. 20 years of diverse experience in the project technical process safety activities in the LNG, oil and gas industry with minimum 3 years at technical HSE Managerial level experience.
