About the Arab Monetary Fund(AMF)
The Arab Monetary Fund is aregional Arab financial institution founded in 1976 and aims tostrengthen its member countries economic financial and monetarystability (22 countries). It also aims at laying the monetaryfoundations for Arab economic integration and promoting economicdevelopment in Arab countries.
To achieve theprevious objectives the AMF provides enter ilia shortterm andmediumterm credit facilities to member states to assist insupporting external sector stability and financing their overallbalance of payments deficits. The AMF also contributes towardbuilding capacity through training programs technical assistanceand several technical working groups covering monetary fiscalfinancial and statistical issues among othertopics.
About the Technical Assistancedivision
The Technical Assistance unitis one of four units within the Capacity Development and InnovationDepartment. It leads and coordinates all AMF TAs programspeertopeer learning and special thematic initiatives and managesand mobilizes the necessary resources to support capacitydevelopment activities. The unit provides demanddriven andtailormade technical assistance to help member countries formulateand implement appropriate economic policy build effective economicinstitutions and functional capacities and shape national thematicinitiatives and strategies for wider economic stability andsustainable growth objectives with the ultimate goal of creating anenabling environment that facilitates change over extended timehorizons.
Jobpurpose:
The Operations Officer willwork under the supervision of the division chief. The selectedcandidate will support the administration of the work plans and thedaytoday TA unit activities including budgeting operationsreporting and dissemination. The job involves frequent interactionwith other AMF departments and units government officialsconsultants and external organizations.
Accountability and keyresponsibilities
The OperationsOfficers duties and accountabilities include but are not limited tothe following:
- Conducts daytodayactivities in line with stipulated policies andprocedures.
- Develops and maintains in closecollaboration with the IT team the AMFs consultants database andensures easy access to it by the technical assistanceteam.
- Leads the development and monitoring ofthe units annual work plan and budget including providingadministrative and operational accountingservices.
- Ensures that operational activitiesare executed within the allotted budget and timelines identifiesissues collects data establishes facts and draws valid conclusionsas required.
- Manages maintains and improves theunit s administrative record management system in line with AMFpolicies and procedures.
- Follows activities anddeliverables and ensures the timely collection and analysis of thedata required to track performance against the unit logicalframework indicators and check that the appropriateness of theindicators is reviewed periodically.
- Worksclosely with the unit chief and an external consultant to develop arobust monitoring and evaluation (M&E)system.
- Coordinates inputs to periodic reportsfor senior management and board meetings and delivers presentationsto internal performance review meetings asrequired.
- Builds and maintains strongrelationships with both existing and new subcontractors andsuppliers and liaises with the other AMFs internal departments andunits (legal finance support service procurement etc.) for a smoothand quick turnaround of operations.
- Organizesand coordinates the units events internally and externallyincluding regular unit team meetings to follow up on operationalupdates issues and ideas.
- Engages closely withAMFs IT team and provides updates on technical assistance andpartnership activities for the AMFwebsite.
- Engages closely with the internalcommunication team and assures the quality and consistency of allunits products and services including documents publications andpromotional material.
- Acts as the units focalpoint for risk management ensures that administrative issues andidentified risks are handled and resolved accurately and quicklyand the units policies procedures and risk register are up todate.
- Contributes to identifying improvementsto the units policies and implements procedures and controlscovering all areas of activity to fulfill all relevant proceduralrequirements while delivering highquality and costeffectiveresults.
- Contributes to the identification ofopportunities for continuous improvement of systems processes andpractices considering leading practices improvement of businessprocesses cost reduction and productivityimprovement.
- Other duties and responsibilitiesas assigned by the unit chief from time totime.
Qualifications& experiencerequired
- A masters degreefrom a reputable university with a distinguished academic record inbusiness administration or related fields isrequired.
- A minimum of 7 years of relevantexperience with some technical knowledge in public financefinancial sector development and public digitalinfrastructure.
- Strong organizational skillsassociated with excellent judgment and creative problemsolvingskills including negotiation and conflict resolutionskills.
- Good analytical skills and technicalcompetence in the area of the unitsobjectives.
- Advanced skills in project cycleactivities and good knowledge and understanding of the activitiespolicies and procedures of multilateral and bilateral financialinstitutions. Prior work in similar organizations is anadvantage.
- Advanced knowledge of businessoperations management software data analytics and programingapplications.
- Excellent communication andwriting skills in Arabic and English including the ability toprepare reports and analyses make presentations and routinecorrespondence. French as a third language is a solidadvantage.
- Ability to create and maintain goodworking relationships with officials in member countries as well aswith international financial institutions partners and facilitatecontacts and meetings with them and otherstakeholders.
