About the Arab Monetary Fund(AMF)
The Arab Monetary Fund is aregional Arab financial institution founded in 1976 and aims tostrengthen its member countries economic financial and monetarystability (22 countries). It also aims at laying the monetaryfoundations for Arab economic integration and promoting economicdevelopment in Arab countries.
To achieve theprevious objectives the AMF provides enter ilia shortterm andmediumterm credit facilities to member states to assist insupporting external sector stability and financing their overallbalance of payments deficits. The AMF also contributes towardbuilding capacity through training programs technical assistanceand several technical working groups covering monetary fiscalfinancial and statistical issues among othertopics.
About theTechnical Assistance & Resources MobilizationDivision
The Technical Assistance& Resources Mobilization Division is one of four divisionswithin the Capacity Development and Innovation Department. It leadsand coordinates all AMF TAs programs peertopeer learning andspecial thematic initiatives and manages and mobilizes thenecessary resources to support capacity development activities. Thedivision provides demanddriven and tailormade technical assistanceto help member countries formulate and implement appropriateeconomic policy build effective economic institutions andfunctional capacities and shape national thematic initiatives andstrategies for wider economic stability and sustainable growthobjectives with the ultimate goal of creating an enablingenvironment that facilitates change over extended timehorizons.
Jobpurpose:
The Operations Officer willwork under the supervision of the division chief. The selectedcandidate will support the administration of the work plans and thedaytoday TA division activities including budgeting operationsreporting and dissemination. The job involves frequent interactionwith other AMF departments and units government officialsconsultants and external organizations.
Accountability and keyresponsibilities
The OperationsOfficers duties and accountabilities include but are not limited tothe following:
Conductsdaytoday activities in line with stipulated policies andprocedures.
Develops andmaintains in close collaboration with the IT team the AMFsconsultants database and ensures easy access to it by the technicalassistance team.
Leads thedevelopment and monitoring of the divisions annual work plan andbudget including providing administrative and operationalaccounting services.
Ensuresthat operational activities are executed within the allotted budgetand timelines identifies issues collects data establishes facts anddraws valid conclusions asrequired.
Manages maintainsand improves the divisions administrative record management systemin line with AMF policies andprocedures.
Followsactivities and deliverables and ensures the timely collection andanalysis of the data required to track performance against thedivision logical framework indicators and check that theappropriateness of the indicators is reviewedperiodically.
Works closelywith the division chief and an external consultant to develop arobust monitoring and evaluation (M&E)system.
Coordinates inputsto periodic reports for senior management and board meetings anddelivers presentations to internal performance review meetings asrequired.
Builds andmaintains strong relationships with both existing and newsubcontractors and suppliers and liaises with the other AMFsinternal departments and units (legal finance support serviceprocurement etc.) for a smooth and quick turnaround ofoperations.
Organizes andcoordinates the divisions events internally and externallyincluding regular division team meetings to follow up onoperational updates issues andideas.
Engages closely withAMFs IT team and provides updates on technical assistance andpartnership activities for the AMFwebsite.
Engages closelywith the internal communication team and assures the quality andconsistency of all divisions products and services includingdocuments publications and promotionalmaterial.
Acts as thedivisions focal point for risk management ensures thatadministrative issues and identified risks are handled and resolvedaccurately and quickly and the divisions policies procedures andrisk register are up todate.
Contributes toidentifying improvements to the divisions policies and implementsprocedures and controls covering all areas of activity to fulfillall relevant procedural requirements while delivering highqualityand costeffectiveresults.
Contributes to theidentification of opportunities for continuous improvement ofsystems processes and practices taking into account leadingpractices improvement of business processes cost reduction andproductivityimprovement.
Other dutiesand responsibilities as assigned by the division chief from time totime.
Qualifications& experiencerequired
A mastersdegree from a reputable university with a distinguished academicrecord in business administration or related fields isrequired.
A minimum of 7years of relevant experience with some technical knowledge inpublic finance financial sector development and public digitalinfrastructure.
Strongorganizational skills associated with excellent judgment andcreative problemsolving skills including negotiation and conflictresolution skills.
Goodanalytical skills and technical competence in the area of thedivisionsobjectives.
Advanced skillsin project cycle activities and good knowledge and understanding ofthe activities policies and procedures of multilateral andbilateral financial institutions. Prior work in similarorganizations is anadvantage.
Advancedknowledge of business operations management software data analyticsand programingapplications.
Excellentcommunication and writing skills in Arabic and English includingthe ability to prepare reports and analyses make presentations androutine correspondence. French as a third language is a solidadvantage.
Ability to createand maintain good working relationships with officials in membercountries as well as with international financial institutionspartners and facilitate contacts and meetings with them and otherstakeholders.
