Job Summary
The HSE Officer will support the HSE Manager in implementing and maintaining health, safety, and environmental (HSE) policies and procedures across all project sites. This role focuses on ensuring compliance with HSE regulations and promoting a culture of safety within the organization. The HSE Officer will be actively involved in infrastructure projects involving water meter installation, water pipes connection, and various construction scopes.
Key Responsibilities
1. HSE Policy Implementation:
Assist in the development, implementation, and maintenance of HSE management systems in compliance with ISO45001 and ISO14001 standards.
Ensure all HSE policies, procedures, and protocols are followed on-site.
2. Risk Assessment and Management:
Conduct regular risk assessments for all project activities, identifying potential hazards and implementing preventive measures.
Support the development and maintenance of risk management plans.
3. Site Safety:
Conduct regular site safety inspections and audits to identify and address workplace hazards.
Ensure compliance with safety regulations and standards for all construction activities.
4. Incident Reporting and Investigation:
Assist in the investigation of accidents, incidents, and near-misses, determining root causes and implementing corrective and preventive actions.
Prepare and submit incident reports to the HSE Manager and relevant stakeholders.
5. Training and Awareness:
Support the development and delivery of HSE training programs for employees and contractors.
Promote safety awareness and a culture of continuous improvement through regular training sessions and workshops.
6. Compliance Monitoring:
Stay informed about relevant HSE regulations and industry standards, ensuring full compliance with regulatory requirements.
Assist in the preparation and submission of HSE compliance reports to regulatory bodies and stakeholders.
7. Contractor and Subcontractor Support:
Monitor the HSE performance of contractors and subcontractors, ensuring compliance with project-specific safety requirements.
Provide guidance and support to contractors and subcontractors on HSE matters.
8. Environmental Management:
Assist in the development and implementation of environmental management plans, including waste management, noise management, and spill protection procedures.
Conduct environmental impact assessments and ensure all activities comply with environmental regulations.
9. Emergency Preparedness:
Support the development and enhancement of emergency response plans, ensuring strict compliance with ISO45001 and ISO14001 standards.
Participate in emergency drills and training sessions to ensure preparedness.
10. Communication and Reporting:
Maintain clear and effective communication with all stakeholders, including AADC, TAQA, contractors, and project teams.
Provide regular updates to the HSE Manager on HSE performance, initiatives, and improvements.
Qualifications and Skills
**Education**:
Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field.
Relevant certifications (e.g., NEBOSH IGC, IOSH Managing Safely).
**Experience**:
Minimum of 3 years of experience in an HSE role, preferably within the construction or infrastructure sectors.
Experience with projects involving water meter installation, water pipes connection, and construction is an advantage.
**Skills**:Strong knowledge of HSE regulations, standards, and best practices.
Excellent risk assessment, incident investigation, and auditing skills.
Ability to assist in developing and delivering effective HSE training programs.
Strong communication and problem-solving skills.
Proficient in Microsoft Office Suite and HSE management software.
Personal Attributes:
High attention to detail and a proactive approach to safety management.
Ability to work effectively under pressure and manage multiple priorities.
Strong commitment to promoting a culture of safety and environmental sustainability.
Pay: Up to AED3,500.00 per month
Ability to commute/relocate:
