About the role

Bloom Holding is looking for an experienced Assistant Community Manager to join our established and growing team in Abu Dhabi, UAE.

You will be responsible for managing and overseeing the overall operations of the community/communities, aiming to maximize the value of the asset portfolio through efficient resource management. You will ensure regular communication with the Owners Committee, owners, tenants, and service providers to facilitate smooth daily operations. The Assistant Community Manager will represent Bloom with a professional and customer-focused approach.

Some specific responsibilities for this position:

- Ensure effective community operations in compliance with all local and government regulations, including Civil Defense, Municipality, and Land Department rules.
- Prepare and issue timely reports to Owners and Tenants.
- Distribute notices for Annual and Extraordinary General Assemblies of Owners per SOPs and ADREC/RERA regulations.
- Organize and manage Owners Committee nominations, meetings, agendas, minutes, and documentation submissions.
- Maintain correspondence files and ensure all communications are clear, well-documented, and presented during Owners Committee meetings.
- Keep records of the Community Action Register and relevant building documents.
- Issue operational, management, and monthly reports as required.
- Maintain and update OA data in relevant software and databases.
- Record, retain, and upload statutory notices and other records in the Community Portal per company policy.
- Maintain email correspondence, including written records of verbal communications for future reference.
- Assist and direct staff in responding to owner or tenant communications as needed.
- Arrange insurance valuations every three years or as required and manage quotes and renewals for Strata Insurance coverage.
- Monitor the financial status, cash flow, and financial affairs of Owners Associations and Committees in your portfolio.
- Coordinate timely authorization and payment of invoices on behalf of the Owners Association.
- Prepare and obtain approval for annual Service Charge budgets in coordination with the Owners Committee and ADREC/RERA.
- Monitor Service Charge arrears and arrange legal recovery of unpaid charges per Collection procedures.
- Manage recording and tracking of management fees and disbursements related to Owners Associations.
- Assist Finance in account provision and Auditor selection as per Authority directives.
- Ensure sinking fund forecasts align with ADREC/RERA requirements.
- Maintain accuracy in Owner and Occupier registers in accounting and database software.
- Communicate regularly through Monthly Reports, Open Forums, and Newsletters and ensure Notice Boards in communities are up to date with relevant information.
- Maintain a database of plans and drawings related to Common Areas and facilities.
- Conduct periodic inspections and audits of Common Areas and facilities.
- Arrange asset condition audits, building surveys, and compliance checks as required.
- Keep Third-Party certifications current with an annual works planner.
- Prepare RFPs, tender documents, and supply contracts with Owners Committee-approved service levels and KPIs.
- Assist in tender reviews, supplier selection, and negotiations to ensure compliance.
- Oversee approval processes for supply contracts and guide the Procurement Team on contractor appointments and LOIs.

Requisite Qualification, Education, and experience

To excel in this role, you should have a diploma in hospitality, real estate, property management, or a related field, along with 2-3 years of experience in community management, owner association, or a similar area. While M-100 The Essentials of Community Association Management certification is not mandatory, it will be advantageous. Strong English communication skills are essential, and knowledge of Arabic is preferred. The ideal candidate should be customer-focused, methodical, and systematic in resolving complex issues faced by owners and tenants, with the ability to communicate solutions effectively at a high level.
