- Ensures that the correct training is provided for the correct scaffolding system used, Example: Cuplok, tube and fittings, Layer, Kwick stage, Aluminum mobile towers, these all have separate training, and valid certificates must be provided.
- Overall planning and prioritizing of the scaffolding work, including the allocation of the available manpower and material resources to serve the access requirements of the project most effectively.
- Ensure that all scaffolding material are correctly stored, erected, modified, and dismantled in compliance with the standards and project specifications.
- Obtain when required, the design of a scaffolding (drawing, calculations, and assembly instructions) from a qualified scaffold design engineer.
- Ensure that all safety requirements are adhered to including scaffold and harness inspections, Safety Reports, permits per Petrofac procedures
- Oversee toolbox talks and Job Safety Analysis (JSA) with the scaffolders on a daily basis with the support of the site HSE officer.
- Conduct training of scaffolding personnel, VOC assessments and maintaining such records at site.
- Confirming there is an effective procedure for reporting defects and incidents and taking any corrective action.
- Ensuring that the implementation of Petrofac procedures are in place and sub – contractors adhering to them.
- Conduct audits and functional assessments on projects as advised by HOD.
- Share the technical knowledge with subcontractors & Petrofac staff.
- Distribute site wide bulletins for good communications with all personnel.
- Clear roles and responsibilities to be defined for subordinates
- Input site construction feedback in Construction Observation Form
- The above is an outline of key duties and accountabilities, rather than an exclusive or exhaustive list of responsibilities. The post holder is expected to undertake any tasks which may reasonably be expected within the scope of the position.
- The postholder is expected to adhere to the Golden Rules of Safety (transitioning to 'The 9 Lifesaving Rules in 2020) and the Petrofac Values.
ESSENTIAL QUALIFICATION & SKILLS:
- 8+ scaffolding site experience in direct hire construction with an international oil & gas EPC company and with subcontractors
- Requirement CISRS Advanced, CISRS supervision certification
- Preference will be given to candidates who meet the following criteria:
- Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa
- Prior experience working with a diverse international workforce
Project Oversight and Coordination :
- Manage and supervise all phases of construction projects, ensuring they are completed on schedule, within scope, and within budget.
- Oversee and coordinate the activities of subcontractors, laborers, and other construction personnel on site.
- Ensure effective communication between project managers, engineers, architects, and contractors.
- Develop and implement daily, weekly, and monthly construction schedules, ensuring tasks are prioritized appropriately.
Safety and Compliance :
- Ensure that construction sites adhere to health and safety regulations and best practices.
- Conduct regular safety meetings, toolbox talks, and inspections to identify and mitigate potential risks.
- Enforce compliance with local, state, and federal safety standards, as well as company policies regarding safety.
- Address and resolve any safety concerns promptly, ensuring that all workers are using personal protective equipment (PPE) and following safety guidelines.
Resource Management :
- Manage site resources, including labor, materials, and equipment, to ensure the efficient use of resources and minimize delays.
- Work closely with project managers to ensure that material deliveries align with the construction schedule.
- Track and manage inventory levels of construction materials and equipment to prevent shortages or overstocking.
- Ensure proper maintenance and functioning of construction equipment, arranging for repairs or replacements when necessary.
Quality Control :
- Ensure that construction work meets or exceeds the required quality standards.
- Review and monitor construction activities to confirm that work is being carried out according to plans, specifications, and codes.
- Conduct site inspections to identify issues, address non-compliance, and implement corrective actions to maintain project quality.
