Job Purpose: The incumbent is tasked with assisting the Global Operations Services Section in various aspects of sourcing and evaluating Ground Handling Agents for SkyCargo, catering to both passenger and freighter aircraft. This role involves the development of guidelines, as well as the collation and compilation of decision support tools related to statistical costs and other quantitative metrics. The position also requires the design and implementation of supplier management tools to support network operations.

The individual will ensure that all necessary shipment data is submitted to the relevant authorities prior to the loading of shipments onto aircraft from their origin stations. Additionally, the role includes monitoring the Emirates SkyCargo internal trade compliance system and taking prompt action to either halt or approve hits on regulatory sanctions, dual-use goods, denied party screenings, and embargoed shipments. Timely communication regarding day-to-day operations of PLACI and trade compliance queries is essential to prevent disruptions for stations and customers.

Key Responsibilities:

  • Conduct industry research and assist the COSC in formulating and updating criteria and guidelines for the selection and renewal of Cargo Handling Agents, including trucking services where applicable, at all online and offline points, as well as for freighter aircraft ramp handling and de-icing agents.
  • Maintain and update tender cargo handling questionnaires and related tools to gather essential information from potential handling agents, serving as a critical component in the GHA evaluation process. Analyze responses to tender handling questionnaires from potential service providers and prepare summarized analyses to aid in the shortlisting of candidates.
  • Compile and present relevant industry and internal statistical analyses and strategic information to serve as vital decision support tools in the GHA selection and renewal process.
  • Develop guidelines and checklists for GHA commencement and/or transitions, coordinating the process with route management systems and training outstation cargo managers to ensure operational continuity.
  • Contribute to the design and development of Service Level Agreements (SLAs) and Performance Measurement Reports (PMRs), both generic and tailored to specific stations. Continuously enhance SLA and PMR formats and assist in their effective implementation.
  • Guide network operations personnel in the daily management of GHA performance to ensure service delivery standards align with SkyCargo's operational and customer service objectives, with a particular focus on freighter and charter requirements.
  • Collaborate with outstation Cargo Managers to collate and analyze issues related to safety, customer service claims, and operational efficiency, assisting the COSC in monitoring GHA performance and ensuring timely PMR submissions from outstations.
  • Gather handling cost information through collaboration with Operations Finance and outstation Cargo Managers, providing detailed analyses to identify corrective measures for cost containment.
  • Formulate documentation self-handling procedures and oversee their implementation at selected stations, in close coordination with Route Management, outstation Cargo Managers, and Systems units.
  • Participate in identifying parameters for comparing GHA performance across the network and initiate mechanisms to recognize and reward outstanding performance.
  • Ensure compliance with the European Union Good Distribution Practice (EU GDP) requirements in the handling of time-sensitive and temperature-sensitive pharmaceutical shipments.

Qualifications & Experience:

Qualifications:

  • 12 Years of schooling or equivalent.
  • Completion of cargo acceptance and handling courses, including special loads handling.
  • Experience in airport cargo operations.
  • Exposure to ground handling activities is advantageous.

Knowledge/Skills:

  • Expertise in cargo handling and freighter operations.
  • Demonstrable high-level knowledge and competence in Good Distribution Practice (GDP) acquired through experience and training.
