Our client is one of the largest banks in the UAE market and a critical component to the market's and region's financial stability.
They are looking for a CTO who will play a key role in the formulation of the Banks business and digital strategy. Job Purpose:
The role is accountable for defining and delivering a new technology vision and strategy. The CTO will be responsible for as such for the IT strategy and capabilities across the Bank. This includes data analytics, business intelligence, development and support, infrastructure, security, and technical services. Reporting to the CEO, the CTO will be responsible for giving oversight and direction to IT and business leaders on strategy, standards, and opportunities for shared services, and economies of scale.
The CTO role is a critical contributor to the Bank's strategy and planning process and will be responsible for IT operations, technology end-to-end, and digital innovation.
The organization is ripe and in material need for major technology investments aimed at upgrading their core systems and elevating their digital platforms. Responsibilities
As a member of the senior management team, the CTO will play a key role in the formulation of the Bank's business and digital strategy.
Proactively advise the senior management team on the emerging technologies and digital trends that are most relevant to the Bank's goals and evolving needs.
Support in determining capital investment parameters, priorities and risk for enterprise -wide IT initiatives to maximize the return on investment.
Establish metrics for managing IT effectiveness and for measuring the impact of IT on the business.
Evaluate technology platforms on offer against user needs, both present and future taking into consideration the expected technology advancements for cost effective viable system solution.
Customize and implement technology solutions purchased to ensure they support the Bank's operations in a smooth and efficient manner.
Analyse resource utilization and fine-tune, where necessary, technology landscape to meet the Bank's specific needs, flexible to cater for future changes. Position:
Provide leadership, technical guidance and support to overseas units to ensure the smooth functioning of IT centers at international branches.
Manage all mission-critical technology components on an on-going basis to ensure uninterrupted trouble-free data delivery aimed at mínimal disruptions to the business and any consequential financial implications.
Design and implement access controls on the hardware and systems within IT, and in the systems provided to the users, to ensure data integrity and prevent frauds/ misuse of the systems.
Manage strategic relationships with vendors to build consistent, responsive and trusted collaborations in creating value for the Bank.
Implement technology standards, including adherence to Data Protection Act.
Ensure that storage, archiving, backup and recovery procedures are functioning correctly.
Direct the conceptualization, planning, development and testing of new IT solutions and architecture in order to ensure capturing of business requirements (telecom & ICT businesses) and facilitate effective implementation as per defined quality/industry standards and business requirements.
Set and measure business objectives, targets and support IT strategy executions and provide timely performance reporting based on department KPIs balance scorecards and department roadmaps.

Proven transformational leadership and impact in reputable businesses.
Has managed large operating budgets and delivered large scale and complex portfolios of technology programs.
Has led the retirement of legacy systems.
Business engagement capability and a proven ability to partner in order to truly digitise a business.
Deep industry and technical knowledge of digitization practices.
Track record of shifting the business to Agile or DevOps and implementing new ways of working.
Stakeholder Engagement
Large scale team leadership, including establishing a clear vision and purpose and motivating teams to execute and deliver best-in-class, end to end technology solutions.
Extensive exposure and influence with external and internal stakeholders, including the Group Executives and the Board.
