**Job Overview**:
As a specialized HSE Officer, you will play a pivotal role in ensuring the highest standards of health, safety, and environmental compliance across our complex contracting projects. Working within a professional team that specializes in the Oil and Gas sector, you will oversee and implement safety policies, identify risks, and drive continuous improvement to safeguard our electro-mechanical, industrial plumbing, and civil engineering operations. Your expertise will be instrumental in fostering a culture of safety and ensuring compliance with regulatory and industry standards.

**Key Responsibilities**:

- **HSE Policy Implementation**:

- Develop, implement, and monitor health, safety, and environmental policies and procedures tailored to the Oil and Gas sector and other contracting projects.
- Ensure alignment with local, international, and client-specific HSE regulations.
- **Risk Management**:

- Conduct risk assessments and hazard identification for all project activities, providing mitigation strategies to minimize potential risks.
- Develop and maintain risk management documentation, including safety plans and job safety analyses (JSAs).
- **Compliance Monitoring**:

- Perform regular site inspections and audits to ensure adherence to HSE protocols and compliance with legal and industry standards.
- Address non-conformance issues promptly, ensuring corrective and preventive actions are implemented.
- **Training and Awareness**:

- Conduct HSE training sessions and safety inductions for employees, subcontractors, and other stakeholders.
- Promote a safety-first culture by raising awareness and engagement through campaigns and workshops.
- **Incident Management**:

- Investigate accidents, incidents, and near-misses, prepare detailed reports, and recommend measures to prevent recurrence.
- Maintain records of all incidents and ensure timely reporting to relevant authorities and management.
- **Emergency Preparedness**:

- Develop and maintain emergency response plans, ensuring readiness for potential emergencies or hazardous situations.
- Coordinate and lead emergency drills and simulations.
- **Environmental Stewardship**:

- Monitor environmental aspects of the projects, ensuring mínimal environmental impact and compliance with regulations.
- Advocate for sustainable practices within the organization.
- **Stakeholder Coordination**:

- Liaise with clients, regulatory bodies, and other stakeholders on all matters related to HSE compliance.
- Support project managers in integrating HSE considerations into project planning and execution.

**Qualifications and Skills**:

- Bachelor's degree in Occupational Health and Safety, Engineering, or a related field.
- NEBOSH, IOSH, or equivalent certification is required.
- Minimum of 5 years of (GCC) experience in HSE management, preferably in the Oil and Gas or construction sector.
- Strong knowledge of HSE laws, regulations, and best practices.
- Excellent communication, leadership, and problem-solving skills.
- Proficient in preparing reports, conducting audits, and delivering training sessions.
