**Job Purpose**
Lead HSEQ Team by overseeing the development and implementation of best practices and standards for Health, Safety, Environment and Quality in order to advocate the continued improvement of the segment’s HSEQ culture.

**Duties & Responsibilities**
**Environment, Health & Safety Compliance**:

- Liaise with HSE Field Managers on daily basis for updates on HSE Field compliance, activities and issues.
- Ensure formulation of clear and measurable HSE targets for all relevant parts of the organization.
- Ensure sites comply with HSE standards by visiting sites at least twice per year to maintain familiarity with operations and staff and discussing operations/government interface issues with Field HSE regularly (weekly).
- Assess and report compliance to internal HSE processes and standards and external HSE regulations.
- Ensure regulatory compliance and regulator stakeholder engagement.
- Ensure that site personnel attend Authorities-sponsored HSE trainings, conferences and meetings.
- Develop annual and multi-year HSE plans in collaboration with HSE Field managers.
- Revise local HSE actions and plans set by HSE Field Managers enabling the fields to deliver on company HSE strategy.

**Environment, Health & Safety Public and Government Relations**:

- Advise HQ and field on pertinent HSE government issues, prepare weekly and monthly report and distribute to top management; present any new information and regulations to employees and/or top management as necessary.
- Act as the main point of contact in operational HSE emergencies, receive all incident reports and investigation; forward reports to appropriate government bodies and answer questions as necessary.
- Work across industry, with government and agencies to monitor and understand the health & safety risks associated with hydrocarbon exploration and production to ensure that the risks are appropriately managed.

**Environment, Health & Safety Policies and standards**:

- Develop company HSE processes, policies, standards, and guidelines with the purpose to drive strong HSE performance.
- Identify emerging health & safety issues potentially affecting the industry, determine their significance and work to develop policies, accordingly, linked to company’s strategic priorities.
- Revise procedures and guidelines developed by Field managers as needed to comply with local regulations and business practices.
- Ensure clear division of responsibilities for HSE-related activities held in operational departments.

**Department Strategy and Planning**:

- Develop the departmental strategic plan to advance the company’s mission and objective and promote revenue, profitability, and growth, and ensure effective cascading of departmental strategy into section’s policies and procedures in line with the overall business objectives of the company.
- Ensure the development and implementation of departmental annual and medium term plans and budgets that meet company’s financial objectives.

**Environment, Health & Safety Awareness and Execution Support**:

- Promote mindset and behaviours of Incident-Free and Process Safety throughout operations through training, communication and through all other support activities conducted by HSE staff.
- Provide HSE expertise, supporting the business in improving performance in the HSE space.
- Support and implement Corporate HSE projects and standards.
- Encourage and support the involvement of local HSE staff in the global HSE network.

**Environment, Health & Safety Skills and Capabilities**:

- Identify HSE capacity and skills needs, map existing capabilities and provide guidance to address gaps in collaboration with relevant HSE field managers.
- Enable personnel across the organization to deliver work according to HSE processes and standards.
- Build and maintain adequate emergency response & crisis management organization and capabilities.

**Quality and Business Excellence**:

- Direct and lead activities of Quality & Business Excellence to meet the organization’s requirements and objectives in the areas of quality management, innovation, operational and business excellence, in line with the approved Charter.

**Performance Management**:

- Approve all manpower budgets related to HSEQ department to ensure cost and profitability targets are met.
- Develop department objectives and Key Performance Indicators (KPIs) to reflect the company’s core business and strategic objectives.
- Monitor performance of teams and individuals against KPIs and take necessary actions to ensure targets are met when possible.
