In recent years the Gulf countries have made progress with their child rights and child protection system reforms. Largely, this has been through the passing of new child protection laws or reforming existing laws in accordance with the CRC concluding observations and the initiation of policy reforms and new programmes. Countries like the UAE, KSA and Kuwait are also embarking on initiatives that will strengthen the existing child protection systems. In 2018, the UAE became the first country in the region to join the Global Partnership to End Violence Against Children as a Pathfinding Country and committed to hosting the next Solutions Summit in 2020 (postponed). The UAE also contributes to other international efforts around child protection. Similarly, there are numerous initiatives in KSA that demonstrate intent to strengthen policy frameworks and legislation on child rights, including the development of a National Framework on Child Online Safety (finalization stage). With UNICEF support, Kuwait has a developed a roadmap for child protection systems strengthening.

To facilitate system level reforms, UNICEF provides technical assistance and access to high-level experts and international good practices appropriate for the Gulf, in which updating legislation becomes a key area of work. Laws, bylaws, and decrees need to be constantly reviewed using international standards as benchmarks to ensure that the existing legal and policy is commensurate with the CRC and other international legal instruments.

UNICEF seeks the support of a senior legal expert to conduct a review of the laws and decrees to both assess compliance with international standards, progress made since most recent treaty body reviews and to make specific recommendations for reforms. This exercise will include review of all legislation having implications for child rights and protection, including those related to justice for children and migration. The exercise would also include a legal audit to determine what is missing in the realm of child rights. The purpose of the review is to inform UNICEF’s advocacy and policy work with the government entities and other partners. **How can you make a difference?**

To undertake a review of all the legislation pertaining to child rights in the gulf countries of UAE, KSA, Kuwait and Bahrain.

The consultant will be expected to undertake the following tasks:

- Conduct a desk review that summarizes:

- Most recent CRC recommendations
- All components of most recent CRPD and CEDAW recommendations related to persons under the age of 18
- Most recent UPR and VPR documents

for Bahrain, KSA, Kuwait and UAE.
- Conduct a desk review of national level legislation and decrees in the four countries related to children and child rights, with a focus on analysing and documenting elements related to any of the recommendations or gaps included in part A. (This would likely be an exhaustive catalogue of (a) recommendations by treaty body, review year and number, followed by (b) the name of the law/decree/year, (c) a short description of its intent and how it falls short of global best practice and finally (d) a recommendation of a gap/issue that should be addressed - for each of the four countries); (e) a set of key advocacy asks for each of the four countries for UNICEF to use in its’ engagement with government officials

(Note: the consultant will be responsible for mapping and collating all relevant legislation and decrees for the four countries)
- A proposed outline for the legal review document
- Stakeholder Interviews with a select experts to inform the review process, including through virtual meetings
- Prepare the first draft of the legal review document, that includes country specific details, including simplified summary tables.
- Finalizing draft of the Legal review, incorporating key recommendations and identifying common trends across the four countries. Upcoming processes that could be opportunities/entry points such as UPR and treaty body review for any of the four countries should also be included.

**To qualify as an advocate for every child you will have**
