Senior HSE Specialist

Abu Dhabi, UAE

Parsons is now hiring a Senior HSE Specialist for our expanding team. Parsons' extensive experience in this field, combined with your emerging knowledge of safety policy and procedures, will propel your career forward with opportunity for advancement with top performance. We need our Senior HSE Specialist to be versatile, experienced leading teams and who have exceptional communication, analytical and management skills. In this role, under the general direction of the Safety Manager, you will ensure that the safety plan reflects corporate policy and complies with the prevailing safety requirements for the region of Abu Dhabi.

Responsibilities:
  • Assist PMC HSE Manager to carry out SH&E functions at multiple infrastructure and building construction projects on a program management role.
  • Advise and assist the most senior construction site representative in the establishment and management of ESHARP Management and Parsons SH&E processes, identifying and eliminating/controlling any hazards to persons and property.
  • Develop site-specific work plans, SH&E compliance programs, training programs, and orientation plans fully conforming to relevant SH&E regulations, Parsons' ESHARP management system, and client requirements.
  • Collaborate with SH&E and project and program managers to evaluate contractors' SH&E performance, planning, and culture to be consistent with the company's risk management practices and core values.
  • Audit projects and programs and their worksites against corporate and client standards; to detect and correct safety hazards, create, and submit written audit reports.
  • Implement Parsons' occupational injury and incident reporting and management processes.
  • Initiate and conduct thorough incident investigations and root cause analyses using secure protocols.
  • Perform trends analyses on audit findings, inspection findings, and incident reports; create and submit regular analysis reports.
  • Represent the program SH&E manager on project or program worksites.
  • Supervise emergency response team and first aid personnel in providing services in emergency situations and to occupationally injured or ill personnel.
  • Prepare and review audit and inspection reports and OSH statistics reports and presentations.
  • Represent management during safety inspections of the job site by regulatory authorities or company insurance carriers.
  • Provide oversight to the Parsons' new hire safety orientation process and other safety-related training.
  • Review risk assessments for upcoming work and provide technical assistance to the safety planning process.
  • Perform other responsibilities associated with this position as may be appropriate.
Qualifications:
  • B.Sc/ MSc or equivalent Degree in safety, health, and environmental/loss prevention or any relevant engineering disciplines from an accredited university.
  • Recognized OSH education, certifications (e.g NEBOSH Diploma or NVQ Level 4/5 etc.)
  • ISO 45001:2018 Lead auditor certificate.
  • Extensive knowledge of UAE and Abu Dhabi health and safety regulations and reporting procedures including ADOSH-SF (Abu Dhabi Occupational Safety and Health – System Framework).
  • Minimum 12+ years of construction safety management experience in the Middle East region, out of which at least 5 years shall be as OSH Engineer/ Manager on construction supervision or Project management role with reputed consultants.
  • Min 5 years of related experience with Consultancy.
  • OSH management experience in both Buildings and Infrastructure construction projects.
  • Exceptional interpersonal, oral, and written communication and report writing skills.
  • Ability to perform in a supervisory/managerial capacity.
  • Holds valid UAE Driver's license.
