ENGIE's Business Unit for the Asia Middle East and Africa (AMEA) region is headquartered in Dubai. About the job :

Join ENGIE with our project partners in shaping the future of renewable energy with the Solar PV Project (100 KMS from city), a groundbreaking initiative in the heart of Abu Dhabi. As part of this ambitious project, you will be at the forefront of developing a state-of-the-art solar photovoltaic power plant with a capacity of 1,500 MW, contributing significantly to the UAE's 2050 goal of achieving a 50% renewable energy mix. Purpose of the job :

Key activities and competencies

Strategic :

  1. Lead by example the overall construction project based on 3 priorities:
  2. 1. Health and Safety, 2. Quality, 3. Progress
  3. Advise the CEO with contractual / commercial issues and claims management.
  4. Stakeholder management between the Project and Third Parties.

Operational :

  1. Establish and lead the site team
  2. Ensure plant construction quality, schedule, and budget with support of the Owner's Engineer.
  3. Monitor site work and coordinate with contractors and authorities.
  4. Be the custodian of the overall Master Construction Schedule
  5. Review and issue commissioning and performance test procedures.
  6. Handle technical issues during construction with OE support.
  7. Supervise and assess the site team's performance.
  8. Manage site office operations.

Organisational :

  1. Lead technical meetings and design review sessions.
  2. Devise site operational procedures related to HSE, E&S, Ethics, Procurement etc.
  3. Ensure compliance with Lender's rules and regulations
  4. Health and Safety Officer for site safety.
  5. Interact with Lender's Technical Advisors and insurance advisers.
  6. Host site visitors.

Planning & Delivery of Work :

  1. Plan and execute corrective actions for variances.
  2. Issue progress reports and technical memos.
  3. Write technical letters to stakeholders.
  4. Identify and issue deliverables and notifications to Off-taker and authorities.
  5. Coordinate commissioning with Off-taker and Load Dispatch Center.

Decision Making :

  1. Report and propose solutions for technical variances.
  2. Analyze Change Order requests and provide recommendations.
  3. Make technical decisions during design reviews with OE support.

Working with others :

  1. Coordinate with Owner's Engineer, contractors, and authorities.
  2. Empower the Health and Safety team.
  3. Interact with Lender's Technical Advisor, insurance advisers, and O&M Company.
  4. Host and communicate with site visitors and stakeholders.

Staff : Lead the site team (7 direct reports and high number of indirect), comprising of Owner's staff and OE staff

  4. Other Contractual Counterparties, Contractors, Suppliers, Equipment Manufacturers and Vendors;
  5. Banks; and other stakeholders.

Required Qualifications

Qualifications :

  1. University degree in Civil, Mechanical, Electrical Engineering or proven work experience
  2. NEBOSH general certificate or similar HSE leadership qualifications

Experience :

  1. 10 - 15 years of project and site work experience in similar international projects;
  2. Proven success in managing 500+ million USD projects
  3. Experience in the Middle East is a plus.

Knowledge and Skills :

  1. Drive and commitment to finish the project with no LTI's, high quality and on time / budget
  2. Leadership: Proven ability to successfully lead and manage teams, including contractors, engineers, and other stakeholders.
  3. Strong cultural awareness and adaptability
  4. Project Management: Expertise in planning, coordinating, and overseeing large scale construction projects from inception to completion. Budgeting: Strong skills in financial planning, cost management, and ensuring projects stay within budget.
  5. Technical Knowledge: Deep understanding of construction processes, codes, and regulations, especially for large-scale solar and wind projects.
  6. Communication: Excellent verbal and written communication skills for effective collaboration with cross-functional teams and stakeholders.
  7. Risk Management: Ability to identify, assess, and mitigate risks associated with construction projects.
  8. Contract Management: Proficiency in managing contracts, including negotiation and enforcement of contractual terms.
  9. Safety Compliance: Strong knowledge of health, safety, and environmental standards and regulations.
  10. Scheduling: Skills in creating and maintaining project schedules to ensure timely completion.
  11. Stakeholder Engagement: Ability to build and maintain relationships with clients, vendors, and regulatory authorities.
  12. Problem-Solving: Strong analytical skills to address and resolve technical and operational issues.
  13. Software Proficiency: Familiarity with construction management software and tools such as AutoCAD, BIM (Building Information Modeling), and project management platforms.
  14. Quality Control: Ensuring construction standards and techniques are adhered to for high-quality outcomes.
  15. Regulatory Knowledge: Understanding of local and international construction laws and standards.
  16. Sustainability: Knowledge of sustainable construction practices and renewable energy technologies.
