Administrative Manager (Permitting & PRO)

We are seeking an experienced Admin Manager with a strong background in permitting, company classification, and ADNOC compliance to join our team in Abu Dhabi.

The ideal candidate will be a fluent Arabic speaker with expertise as a Public Relations Officer (PRO), handling government approvals, licensing, visas, and corporate compliance matters. This role requires deep knowledge of UAE labor laws, engineering firm classification, and working with local authorities, free zones, and ADNOC requirements.

KEY RESPONSIBILITIES:

  • Manage all permitting and licensing processes for company operations, ensuring compliance with ADNOC and Abu Dhabi government regulations.
  • Oversee company classification and registration processes, ensuring proper categorization under engineering and oil & gas industry regulations.
  • Serve as the main liaison with government entities, including Abu Dhabi Municipality, ADNOC, MOHRE, and various free zone authorities.
  • Handle visa processing, work permits, and labor card applications for employees, ensuring compliance with UAE labor laws.
  • Manage renewals, amendments, and cancellations of business licenses, employee visas, and related corporate documentation.
  • Ensure adherence to ADNOC vendor registration requirements, prequalification, and procurement compliance processes.
  • Support business operations by coordinating legal documentation, regulatory applications, and company establishment matters.
  • Maintain records of all permits, approvals, and government-related documentation to ensure audit readiness.
  • Monitor UAE legal and regulatory changes and advise senior management on necessary adjustments.
  • Work closely with HR and Finance teams to ensure compliance in labor contracts, payroll requirements, and government fee payments.

CANDIDATE'S PROFILE:

  • Bachelor's degree in Business Administration, Engineering, Law, or a related field.
  • Minimum 7+ years of experience in administrative management, PRO services, or government liaison roles, preferably in the engineering or oil & gas sector.
  • Extensive knowledge of Abu Dhabi regulatory authorities, ADNOC requirements, company classification processes, and UAE labor laws.
  • Fluent in Arabic and English (spoken and written).
  • Strong connections with government entities, licensing authorities, and free zones in Abu Dhabi.
  • Experience in handling immigration, visa, labor law compliance, and business permits.
  • Proficiency in Microsoft Office Suite and government e-services portals.
  • Strong organizational skills and ability to handle multiple tasks efficiently.
  • Excellent communication and problem-solving skills, with a proactive approach to compliance and regulations.

Preferred:

  • Prior experience working in an engineering or oil & gas consultancy or contractor firm.
  • Familiarity with ADGM, Abu Dhabi Municipality, and other regulatory frameworks.
  • Ability to navigate ADNOC's vendor and prequalification systems.
