Roles and responsibilities
  • Perform a comprehensiverange of procurement and administration activities for variousservice types.
  • Conduct supplier registration,qualification, and performance evaluations to ensure compliancewith standards.
  • Issue requests for proposals,evaluate submissions, and negotiate favorable terms with suppliersfor the procurement of services and if requiredgoods/supplies.
  • Maintain subcontract files andensure procurement execution aligns with company policies andbusiness strategies.
  • Track completion statusand resolve any defects or service delivery issues withsubcontractors.
  • Prioritize and execute tasks toensure timely processing of purchase orders, subcontracts,consulting agreements, and master serviceagreements.
  • Collaborate with cross-functionalteams, including buyers, warehouse, logistics, and qualityassurance, to fulfill client orders accurately and ontime.
  • Solve complex problems using industrybest practices and develop processes for continuousimprovement.
  • Provide guidance and training tojunior team members as needed.
  • Ensure all tasksmeet or exceed established KPIs and perform additional duties asassigned.

BasicQualifications

  • Bachelor's degree from anaccredited university or equivalent work experience in lieu of adegree.
  • Minimum of 5 years of experience inprocurement and subcontractexecution.
  • Proficiency in written and spokenEnglish, with knowledge of additional languages being aplus.
  • Proficient in Microsoft Office Suite(Excel, PowerPoint, Word).

PreferredQualifications

  • Experience in sourcing, negotiation,and procurement of various types of services, including servicesrelated to medical and pharmaceutical equipment andconsumables.
  • Experience with executing andmanaging warehouse, logistics, and freight forwardingsubcontracts.
  • Demonstrated success indeveloping and fostering relationships withsuppliers.
  • Previous experience with IPMS(Integrated Project Management System) and Deltek/Costpoint isdesirable.

  1. Subcontract Drafting andNegotiation:

    • Drafting,reviewing, and negotiating subcontracts to ensure they meet theorganization's requirements.
    • Workingwith legal and procurement teams to establish clear terms andconditions.
    • Ensuring subcontract terms alignwith master contracts or agreements and addressing anydiscrepancies.

  2. ContractManagement andCompliance:

    • Managingthe entire lifecycle of subcontracts, including initiation,execution, amendments, renewals, andcloseout.
    • Ensuring that subcontractors meettheir contractual obligations, including quality standards,timelines, and performance criteria.
    • Conductingregular reviews to ensure compliance with the terms of thesubcontract and all relevant regulations (e.g., governmentcontracts, safety standards, or industry-specificregulations).

  3. RiskManagement andMitigation:

    • Identifyingand managing risks related to subcontracting, such as performanceissues, delays, or financial instability ofsubcontractors.
    • Developing strategies tomitigate risks and protect the organization'sinterests.
    • Managing change orders and ensuringthat any variations in scope or contract terms are documented andaddressedpromptly.

  4. Procurementand VendorManagement:

    • Collaboratingwith procurement teams to select subcontractors and negotiateterms.
    • Evaluating subcontractor proposals,ensuring they meet cost, quality, and timelinerequirements.
    • Maintaining relationships withsubcontractors to ensure a smooth and effective workingrelationship throughout the projectlifecycle.

  5. CostControl and BudgetManagement:

    • Ensuringthat subcontractors deliver on time and withinbudget.
    • Managing subcontract costs andmonitoring expenses to ensure compliance with budgetconstraints.
    • Reviewing invoices and ensuringaccurate payments to subcontractors based on contractual terms andconditions.

  6. SubcontractorPerformanceMonitoring:

    • Monitoringsubcontractor performance, including quality, delivery schedules,and safety compliance.
    • Conducting performanceassessments and documenting any deviations from agreed-uponterms.
    • Resolving any performance issues andescalating problems when necessary to ensure projectsuccess.
