Instrumentation Controls Engineer

The Principal Instrumentation& Controls Eng is responsible for interpreting internal orexternal business issues and recommending best practices. They willbe tasked with solving complex Instrumentation &Controls-related problems and will work independently with minimalguidance. The Principal Instrumentation & Controls Eng maybe responsible for leading functional teams or projects and isregarded as a specialist in the field of Instrumentation &Controls. As such, they must have in-depth expertise inInstrumentation & Controls as well as broad knowledge ofthe Instrumentation & Controls discipline within theEngineeringfunction.

Responsibilities

KeyTasks and Responsibilities:

• Perform conceptual, FEED, anddetailed analyses and design as per design basis, projectspecifications, design codes, andstandards
• Apply in-depth skills and broadknowledge of the business to address complex problems andnonstandard situations
• Prepare clear andaccurate detailed design calculations and analyses including designreports and - procedures
• Manage own time tomeet objectives and (as Lead Engineer) forecast and plan resourcerequirements
• Clearly communicate and explaindifficult concepts and persuade others to adopt a point ofview
• When acting as Lead Engineer, inaddition:
  • Direct medium or large Engineeringteam as a Lead Engineer
  • Lead the Disciplineengineering design of the assigned work area and completed withinthe planned schedule and budget, in accordance with standards, MDR,and project-specific procedures and to a high professionalstandard
  • Plan, organize, and direct all aspectsof Discipline execution on the assigned project including scope,deliverables, schedule, and all manpower resources - agreeallocations with the Discipline Manager
  • Ensureinterfaces and deliverables are clearlyidentified
  • Maintain responsibility for progressand productivity, identifying any required correctiveaction
  • Act as project representative for theDiscipline during meetings with the Project Team, Customerdiscipline lead, and relevant agencies such as certifyingauthorities, auditors, third parties,etc
• Become fully familiarwith the project scope of work, specifications, schedule, and allinter-discipline requirements, including identifying concerns asearly as practicable and taking appropriate initiatives to addressthe issues
• Interpret contractual requirementsas they relate to engineeringexecution
• Identify changes to scope andpromptly raise change notifications, including providing anynecessary supporting documentation andestimates
• Provide similar support for VariationOrders
• Interface with all disciplines todevelop clash-free designs
• Interface with otherdepartments to obtain input for Discipline designs anddrawings
• Maintain close coordination with otherengineering disciplines, Planning, Fabrication, Marine, and ProjectManagement teams, as required
• Documentsubstantive communications (communications that result insignificant decisions or assignment of actions) and forward copiesto the Discipline Lead Engineer and DisciplineManager
• Prepare estimates for bid proposals,including technical query reviews, execution statements, andmanhour estimates, identifying software requirements and any otherproject-specific requirements
• Raise technicalqueries to obtain missing information, clarify work scope, andmaintain preferred McDermott procedures, specifications, standards,practices, and operationalrequirements
• Prepare, review, and (as LeadEngineer) approve Discipline engineering design basis,philosophies, and technicalspecifications
• Participate in finalizingdeliverables lists and deliverables, ensuring compliance withspecifications and functional integrity
• Reviewproject schedule and fabrication schedule about constructionsequence, milestones, and engineeringscope
• Attend project kickoff and reviewmeetings, vendor meetings, engineering meetings, and offshore sitesurveys, as required

• Assist in providing necessary design inputs toother disciplines to enable them to proceed with theirdeliverables
• Assist procurement personnel inprocuring Discipline equipment, materials, and services; ensuringthat work produced complies with Customer objectives andprocedures; procurement assistance includes preparing, reviewing,and (as Lead Engineer) approving requisitions, evaluating technicalquotations, preparing queries, compiling bid tabulations andrecommendations, preparing purchase requisitions, and coordinatingwith Procurement to expedite vendor documents, as directed by theDiscipline Lead Engineer
• Assist in updatingweight reports based on receipt of vendorinformation
• Review and (as Lead Engineer)approve vendor and subcontractor submittals, checking forcompliance with project specifications and providing comments asnecessary
• Review and (as Lead Engineer) approvedesign verification through single-discipline check /inter-discipline check (IDC)
• Provide technicalsupport to fabrication queries, including identifyingdefect/rectification requirements
• Keep theDiscipline Manager and Project Management Team apprised of allactivities and concerns, technical, budgetary, and manpowerrelated
• Assist in providing inputs for actual,planning, and forecasting progress reports including associatedproductivity
• Check final subcontractor andvendor data manuals to ensure that all requested data has beenreceived and approved
• Present issues andproblems to Customers in а timely manner and assist the LeadEngineer in negotiating resolution by project and companyrequirement
• Perform (as required) TechnicalQuality Audit reviews by MDR GlobalProcedures
• Assist Lead Engineer with responsesto Customers and other agencies (such as certifying authorities,auditors, third parties, etc.) on their review andapproval
• Capture lessons learned and enteredthem into MDR's Lessons Learnedsystem
• Guide less experienced engineers on MDRand Discipline procedures, standards, worksheets, designcalculations, software, requisitions, technical bid evaluations,technical queries, etc.
• Supervise and guideassigned engineers and coordinate with project Lead Designers forDiscipline engineering and designdeliverables
• Responsible for the engineeringintegrity of the assigned work area
• Monitorcosts of own work processes
• Assist in themaintenance of departmental technical guidelines and standardcalculation notes
• Participate in thedevelopment and maintenance of Global Procedures, Software, andStandards
• May participate in standardsdevelopment committees or task groups such asAPI
• Develop communication and presentationskills (e.g., write technical papers, participate in conferencesand/or seminars, present design solutions, and/or present topics at"lunch and learns";etc.)
• Identify and provide training to staff inspecific techniques and proprietarysoftware
• Provide information on employeeperformance to the Discipline Manager
• Assistthe Discipline manager in interviewing jobapplicants
• Prepare, review, and (as LeadEngineer) approve automation system definition, includingphilosophy, specifications, safety drawings, and systemarchitecture
• Prepare, review, and (as LeadEngineer) approve ESD logic (as applicable) / cause &effect diagrams and F&G logic (as applicable) / cause& effect diagrams
• Review and (as LeadEngineer) approve specifications and data sheets forInstrumentation & Controlsequipment
• Review and (as Lead Engineer) approveI&C equipment spare parts lists
• Reviewand (as Lead Engineer) approve inputs to P&ID developmentand markups based on receipt of vendorinformation
• Review and (as Lead Engineer)approve I&C equipment testingprocedures
• Attend I&C equipment FATs,as required
• Participate in HAZOP, SIL, andClassification Studies, as required
• Assist inclosing out HAZOP action items
• Provideconstruction, pre-commissioning, and commissioning support, asrequired
• Participate in automation testing, asrequired
• When acting as Lead Engineer, inaddition:
  • Act as project-based Discipline pointof contact in communications and meetings with Customercounterparts
  • Ensure substantive communicationsare documented
  • Prepare bids and projectDiscipline engineering budget and execution plans, updating asrequired
  • Identify project staff needs based onknowledge of individual engineer's skill sets and providerequests to the Discipline manager
  • Plan,organize, and assign tasks, responsibilities, and manhour budgetsto the discipline team, and verify tasks are completed withinbudgets
