Job Purpose:
Lead the implementation of processes and mechanisms to operationalize new product delivery systems, while supporting the continuous enhancement and upgrade of existing Market Infrastructure (including the trading platform, clearinghouse, data services, payments and settlement systems, as well as collateral and securities depository processes) to ensure the optimum availability of reliable, effective, and efficient product and process delivery mechanisms.
Key Accountabilities
Provision of Specialist Support
- Contribute to the planning and organizing of the work for junior team members to support the timely achievement of unit objectives in line with quality standards.
- Provide on-the-job training and constructive feedback to assigned teams to support their overall development.
- Promote the organization's values and ethics in all activities within the team to support the establishment of a value-driven culture within the organization.
Policies, Systems, Processes & Procedures
- Provide input and implement policies, systems, and procedures for the assigned team so that all relevant procedural requirements are fulfilled.
Market Infrastructure
- Lead the development and support operationalizing product delivery mechanisms for Abu Dhabi Securities Exchange's (ADX) new Products and Services.
- Support the implementation of Market Infrastructure components, help conduct capacity planning to support growing trading volumes and market demands during the product development and delivery phase.
- Support collaboration between various departments to ensure new systems and processes align with the exchange's strategic goals.
- Participate in the coordination of the Market Infrastructure budget and resources to support strategic initiatives and meet regulatory standards, facilitating the implementation of essential upgrades while maintaining high performance and availability across new platforms, programs, facilities, software, frameworks, and systems.
- Monitor and optimize the performance and capacity of Market Infrastructure components, including the software and hardware, to support development phases effectively.
- Lead the development of all functional reports in a timely manner and in line with departmental policies and standards.
- Support the leveraging of new technologies and innovations in Market Infrastructure, as well as in the FinTech and RegTech spheres, to capitalize on opportunities in distributed ledger technology (DLT), cryptocurrencies, artificial intelligence, tokenization, and big data.
Stakeholder Relations
- Support the development of strong relationships with key stakeholders, including regulatory authorities, financial institutions, and technology partners to help align Market Infrastructure development with industry standards and strategic objectives.
- Collaborate with the Technology and Digital team to ensure that the trading and settlement platforms, as well as the clearinghouse operations, adhere to the highest standards, thereby facilitating smooth and uninterrupted trading activities.
- Lead discussions with technology vendors, service providers, and third-party vendors supporting Market Infrastructure, including contract negotiation, performance monitoring, and service level agreement (SLA) compliance.
Risk and Business Continuity Management
- Contribute to the effective implementation of corporate policies, procedures, and processes to promote a culture focusing on the achievement of world class standards in risk management, Quality, Health, Safety, and Environmental (QHSE) management, and business continuity in line with regulatory requirements.
- Safeguard ADX's collateral management system, effectively managing risk, engaging with regulators, market participants, and stakeholders to address market structure concerns and influence policy making for a robust market environment.
- Collaborate with the clearinghouse and collateral management team to streamline post-trade operations and to manage risks effectively.
Continuous Improvement
- Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
- Research, evaluate, and recommend emerging technologies, market solutions, and best practices for improving the efficiency, resilience, and competitiveness of Market Infrastructure.
Minimum Qualifications & Experience:
Educational and Professional Qualifications:
- Bachelor's degree in Business Administration, Economics, Finance, Computer Science, or a related field.
- Certifications in Capital Markets, Investments, and Corporate Finance, such as CFA (Chartered Financial Analyst), CISI (Chartered Institute for Securities & Investment qualifications), and IMC (Investment Management Certificate) are preferred.
- Expertise in market systems, trading technologies, and infrastructure components, including matching engine technologies, post-trade systems and processes, as well as market data feeds and protocols.
- Good experience and sufficient knowledge in emerging innovative technologies, cutting-edge technical platforms, and digital transformation solutions, like distributed ledger technology (DLT), cryptocurrencies, tokenization, and blockchain.
- In-depth knowledge of regulatory requirements and compliance standards relevant to Market Infrastructure, with experience in managing complex, high-performance systems.
Overall Experience:
8 to 10 years' experience in the Securities / Stock Exchange / Fintech / Banking, similar sector with at least 6 years' experience with growing supervisory accountability in roles within similar operations.
