Lead the development of a System Assurance & RAM strategy for the business to ensure Environmental risks are fully understood, properly quantified and effectively managed, to satisfy legal responsibilities.

To manage System Assurance & RAM data to ensure accuracy and quality reporting and analytical purposes.

To make accurate weekly, monthly and annual reports on incidents and performance of the Dubai Metro and Tram operations.

MAIN RESPONSIBILITIES

  • Perform RAMS analyses and FMECA to identify failures within systems and operations and demonstrate RAMS performance against specified targets.
  • Assess and report on RAMS demonstration results of Red Line Extension (RLE) / R2020 assets against Keolis-MHI RAMS model during Defect Liability Period (DLP).
  • Manage, maintain and develop the RAMS model.
  • Review key RAMS and System Assurance documentation, including but not limited to design documents, Failure Mode Effects & Criticality Analysis (FMECA).
  • Demonstrate and embed good RAMS practices, including ensuring compliance with internal processes and procedures, and updating of existing or development of new procedures as required.
  • Timely review of RAMS reports, including monthly RAMS Report, incorporating collating of failure reports, undertaking review and analysis, and coordinating with System Managers and Engineers.
  • Provide and establish relationships with client and thirdparty related to RAMS, including RTA QHSE, Expolink, The Engineer.
  • Provide support for Engineering safety accident/incident reporting and investigation.
  • Deputise for System Assurance, Change, Risk & RAMS Manager during periods of absence or leave, or as and when required.
  • Ensure compliance with the Keolis-MHI Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards.
  • Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Keolis-MHI nondisclosure policy.
  • To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions.
  • Ensure compliance with all training requirements of Keolis-MHI and ensure adherence to these requirements at all times whilst in employment.
  • Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process.
  • Perform and carry out other duties as instructed / directed by the System Assurance, Change & Risk Manager and or QHSE Director.
  • Broad understanding of the KM values & 4P's (Passengers, People, PTA & Planet)
  • Understanding of KM committed obligation relevant to your section & QHSE
  • Awareness of QHSE KPI's relevant to your section & the role you play in efficiently delivering them
  • Broad understanding of the financial penalties aligned to KPI's (where relevant)
  • Full understanding of the departmental plan for your QHSE section
  • Actively supports and collaborate with others in QHSE, KM & contractors to deliver KM requirements

On-Call

  • Undertake oncall duties as per roster and report notifiable incidents to department leads, Key stakeholders, Regulatory agencies and Executive Director (where required)
  • Support, monitor and report on incident investigations, taking lead where necessary, making sure that reports are completed and submitted in a timely manner

KNOWLEDGE REQUIRED

  • Working knowledge of statistical and numerical analysis and technique in addition to performance analysis, preparation and development of maintenance processes, procedures and instructions, safety and quality plans.
  • Understanding of the Engineering components of track, power supplies, rolling stock, signalling system, automatic fare collection system, communications system, electromechanical and their interfaces is preferable.
  • Undertakes & documents (as evidence), continual professional development (CPD) as part of the Performance & Development plan set by their line manager. This will be supported by KM where possible but should also include selfdevelopment activities.

KEY SKILLS

  • Excellent communication skills and ability to communicate complex technical information to both technical and nontechnical persons, including internal and external stakeholders.
  • Strong written skills, including experience of writing analytical reports, technical reports, routine business correspondence and presentations.
  • Experienced and familiar with RAMS terminology, including MTBF, MTBSAF, MTTR, MTTRS, Inherent/Operational Availability.
  • Ability to chair meetings and make decisions and delegate work and actions accordingly.
  • Excellent numerical and PC skills including the use of MS Office (Excel, Access, Word etc.).
  • Ability to understand complex systems, and quickly learn new systems, and a strong technical mind and ability to grasp the complexity of Metro assets design and functions.
