Providing guidance and technical inputs for all approved plans, supervising the daily work of contracting companies to provide public cleaning services, following up the implementation of works according to the approved scope of work, and ensuring compliance with the relevant laws and regulations to control and organize performance monitoring procedures  in service areas while adhering to the standards, policies, and procedures of the department. Ensure the development of the compliance system and tools of systems and user equipment, develop the best approaches and methods to deal with project implementation monitoring activities.

§   Directing and managing the departments staff in accomplishing their tasks.

§   Define and monitor the goals, objectives, and operational programs of the department.

§   Prepare reports on the overall performance of the department and submit them to the director of the department.

§   Review all periodic reports prepared by the department to ensure that they are completed within the specified time frames.

§   Review all services and work of the department and ensure their quality.

§   Ensure that the performance of all tasks and the conduct of employees are consistent with the policies and procedures of the Department of Municipalities and Transport.

§   Inform the Director of the Department of the progress of the work listed under his department.

§   Ensure that all resources have the competencies and skills required to perform the departments tasks.

§   Review and discuss ambiguities and the evaluation process with evaluators, if needed, and approve periodic evaluations of department staff.

§   Identify the required skills and experience and nominate the nominated employees to attend the appropriate training programs.

§   Ensure that the departments policies and procedures are documented and adhered to.

§   Identify technological needs that ensure the efficient and cost-effective delivery of the departments operations in coordination with the concerned department.

§   Completion of work programs on time  and taking measures to correct their course; Determining quality standards for work and ensuring that  the Departments employees  adhere to them, analysing and planning the training and development needs of employees; Guiding and evaluating the performance of the Departments employees.

§   Directing the activities  of the departments employees to ensure the implementation of the  approved policies and procedures for the activities  of providing public cleaning services in all regions of the Emirate. This includes defining the tasks of the inspection and follow-up teams with the team leaders to ensure that the work programs are completed on time by reviewing periodic reports on the progress of work and taking measures to correct any omissions or irregularities; and ensuring compliance with quality standards.

§   Supervise the preparation of action plans and monitor performance in the  various regions of the Emirate of Abu Dhabi. These programs cover general cleaning work, in addition to automatic sweeping and  manual sweeping services for streets, tunnels and other public facilities. In accordance with the approved frames of reference to achieve the strategy and objectives of the department in this regard.

§   Approving work procedures and ensuring that they  are distributed to all teams and providing the necessary advice to teams  on methods of implementing, planning and coordinating the progress of executive and procedural processes and reviewing the results to ensure that they are in line with the instructions in force and the instructions issued in this regard, including adopting procedures to ensure the implementation  of compliance control programs and processes In the different regions, provide the necessary guidance for the implementation and follow-up of the progress of operations within the concerned groups, and review and evaluate the results and performance to ensure their consistency with the approved policies, directives and action plans.

§   Monitor the performance of the resources used that require technical follow-up and periodic reports, evaluate their performance  and approve the necessary adjustments in light of field practices, approve the proposals of subordinates to amend technical manuals and standard operating procedures.

§   Supervising and controlling the preparation of the departments budget, setting work procedures and methods, performance indicators and standards, and proposing means of continuous improvement and development.

§   Submit periodic reports that include a presentation of the departments achievements, comparing performance indicators, data and statistics, obstacles and difficulties encountered, measures taken to overcome them, and any suggestions or recommendations for the development and improvement of work; Enhance community participation by working closely with stakeholders.

§   Ensure the  continuation of study  and access to  developments in the field of work in particular to submit proposals to update work methods and procedures or amend the established work plans and programs.

§   Ensure the development of the departments database and the necessary systems.

§   Monitoring the performance of the implementation of contracts by contracting companies against contractual obligations and contracts concluded

§   Develop corrective actions to address any recurring problems and review and develop business continuity plans and tools

§   Management System Requirements/Certificates in Concluded Contracts

§   Monitor non-compliance and breach of contractual terms and ensure the implementation of criminal procedures with those concerned with project management values

§   Develop a KPI management system and sanctions matrices and review the service delivery plan and description

§   Review  reports, recordings, data recovery and archiving requirements, and stakeholder satisfaction reports


Requirements

§   Bachelors degree in Business Administration or equivalent , preferably a Masters degree.

§   Minimum 8-10 years of experience in a similar field of employment

§   Knowledge of the policies and procedures of the public hygiene system 

§   Planning and follow-up 

§   Knowledge of compliance standards

§   Project Management 

§   Arabic Language Skills

§   English Language Skills

§   Computer literacy
