Position Title: Director of Digital Assurance (Virtual Assets)Our client (the company, referred to as 'entity' below): A semi-government entity in the space of regulation of Virtual Assets in the regionRole DescriptionThe Director of Digital Assurance (Virtual Assets) will drive and oversee the entity's digital analytics activities in line with its strategy and objectives. This includes introducing leading best practices for blockchain analytics and digital assurance into the organization, working with external partners and technology providers as needed.Digital Assurance Framework:
Develop and enhance the company's framework for utilizing digital capabilities (on-chain and off-chain) to support market surveillance, supervision, and investigation activities.Develop and continuously update the entity's knowledge bank for Web3 / blockchain security and analytics policies and procedures (including cybersecurity).Support the development of best-in-class regulations with respect to blockchain analytics within the entity's regulatory framework.Formulate and drive the entity's digital technology and analytics roadmap, working with external partners and technology providers as required.Support the design and build of entity's information and analytics needs to ensure the required reporting and analysis is provided to executives and the entity's teams as needed.Build, manage, and oversee entity's relationships with external partners and technology providers to support the entity's strategy and regulatory compliance activities.Develop training material for onboarding and capability building in the entity and take responsibility for upskilling team members.
Digital Analytics:
Direct and oversee the blockchain analytics activities of the entity's partners (e.g. xChain) in conjunction with licensing, supervision, and enforcement teams to ensure regulatory compliance objectives are met.Monitor market surveillance and supervision on-chain activity and provide regular updates on market health to the required entity teams and external stakeholders as needed.Carry out technical analysis to support regulatory breach investigations, working with supervision and enforcement teams.Support review of whitepapers and other materials as part of token issuance approval and monitoring activities.
Licensing and Supervision Support:
Continuously maintain knowledge base of technical advances in the Virtual Assets sector to ensure the entity is prepared to mitigate horizon risks, associated with developing technology innovations.Support the Licensing Teams in the technical evaluation of VASP licensing applications (e.g. wallet and key management, information security, data privacy, etc.) to ensure they meet the entity's requirements.Support the Licensing Team in conducting whitepaper reviews in line with the entity's Issuance Framework.Support the Supervision Team in assessing potential risks and breaches of VASP operations, in relation to technology products or services.Provide SME input to enhance the licensing assessment framework and supervision risk models to account for the rapidly evolving technology that underpins the Virtual Assets sector.
RequirementsMinimum of 10 years of experience in digital asset security, with progressive experience in managing teams, risk management, and complianceStrong ability to build dashboards, analyze data and metrics, make recommendations, and communicate results to stakeholdersProficient in cybersecurity frameworks, controls, and best practices, with a deep knowledge of blockchain and cryptocurrenciesDemonstrated ability to develop and execute strategies to mitigate risks related to digital assetsCertifications such as Certified Bitcoin Professional (CBP), Certified Cryptocurrency Investigator (CCI), Certified Blockchain Professional (CBP), and Certified Blockchain Developer (CBD) are highly desirableAs this position is open to a global search, relocation to Dubai is required for this role.
