As part of Expo City Dubai, the Community Management Division is responsible for providing world-class services, achieving exceptional customer satisfaction, and managing all operational aspects of Expo City Dubai (master community and buildings), with the use of innovation & state-of-the-art technologies. The Community Management Division comprise of six major departments: Community Services, Facilities Management, Security, Support Services, Community Control Room, and a Centralized Management Office.The Centralised Management Office is responsible for providing centralised services to all the other departments under the Community Management Division. The core central services include procurement and contracts; commercial and budget activities; and analytics and reporting to help ensure efficient planning and decision making.

Opportunity Responsibilities

As part of the Centralised Management Office, the Manager is responsible for the direct interface with the technical team across the various departments within the Community Management division, Centralised Procurement and Contracts departments to ensure the implementation of robust contract administration processes. They will report to the senior manager on procurement and contracts progress, risks, and issues.

The main responsibilities for this role include:

Strategic Responsibilities

  • Report to the senior Manager on the progress, risk and issues of all procurement and contract administration activities of the Community Management Division.
  • Support senior manager in preparing and overseeing contract management.
  • Provide input into the procedures related to administration of contracts.

Operational Responsibilities

  • Work with suppliers and various departments within the Community Management division to achieve commercial closure for all Projects.
  • Manage the day to day commercial activities of the contracts within the Community Management Division.
  • Administer an Interim Payment Certificate (IPC) process, on behalf of the various departments within the Community Management division and liaise with Expo City Centralised Contracts, Finance departments and service providers.
  • Administer a change management process to control all departmental budgets on behalf of the various departments within the Community Management division , including liaison with Expo Contracts and Finance.
  • Ensure contractual obligations are met from an end-user perspective.
  • Ensure the service providers performance and adherence to contractual obligations are met.
  • Early identification of commercial issues related to contractual disputes and claims.
  • Monitor and report against project expenditure in conjunction with Expo City Contracts and Finance.
  • Liaise with the Procurement department to receive all relevant cost data for incorporation into Contract Variations.
  • Observe and follow the requisite processes as set forth in the department’s Governance Manual and feedback for its continuous improvement as required.
  • Assist in the development of tender documentation.
  • Assist in the development of the Single Source Forms.

People Responsibilities

  • Lead the team responsibly and proficiently, providing effective line management to direct reports
  • Set objectives and evaluate performance of individual direct reports and actively manage key personnel issues
  • Ensure that all staff acquire the required skills and knowledge through appropriate learning and development program
Skills

6+ years’ of relevant industry experience as well as:

  • Bachelor’s degree or diploma, preferably in a related discipline.
  • Experience in contract management
  • Membership of RICS, CIOB or equivalent
  • Basic knowledge of law and specialist knowledge of the law of contract.
  • Experience in contract administration and in the advice and settlement of contractual matters, disputes and claims.
  • Intermediate knowledge of the life cycle project process.
  • Application of evaluative techniques necessary for costing, measurement and valuation.
  • Attention to detail and efficiency in accurate record-keeping and data analysis.
  • The ability to work across multiple projects with knowledge spanning across a broad organisational structure as well as dependencies with other business operations.
