We are seeking a strategic, people-focused, and results-driven
Talent Development Lead / Assistant Manager
to lead learning, talent development, leadership development, and capability-building initiatives across the organization. This role will work closely with HR Business Partners, business leaders, managers, and external learning partners to strengthen employee capabilities, develop high-potential talent, and build a sustainable internal talent pipeline. Current Malaysia-based roles emphasize Learning Needs Analysis, learning roadmaps, competency frameworks, succession planning, leadership development, LMS management, and data-driven evaluation. Key Responsibilities
• Develop and implement comprehensive Talent Development and Learning strategies aligned with business objectives.
• Conduct Learning Needs Analysis (LNA/TNA) to identify current and future capability gaps.
• Design annual Learning & Development plans, training roadmaps, and development programs.
• Develop structured learning pathways for new hires, emerging leaders, high-potential employees, and key talent groups.
• Lead leadership development, management development, and succession planning initiatives.
• Design and implement Individual Development Plans (IDPs) for high-potential and critical talent.
• Develop and maintain competency frameworks to support career development and workforce planning.
• Facilitate talent review sessions and support talent identification, assessment, and succession processes.
• Manage and optimize Learning Management Systems (LMS) and digital learning platforms.
• Coordinate e-learning programs, training assignments, learner tracking, assessments, and completion reporting.
• Manage external training providers, consultants, trainers, accreditation bodies, and learning partners.
• Coordinate end-to-end training programs including scheduling, participant management, logistics, vendor coordination, and post-training evaluation.
• Monitor training budgets, expenditures, invoices, and HRD Corp/HRDF-related processes where applicable.
• Measure learning effectiveness using feedback, assessments, performance indicators, and business outcomes.
• Develop talent dashboards, learning analytics, management reports, and insights to support HR and leadership decisions.
• Partner with HR Business Partners and business leaders to align talent initiatives with workforce and organizational priorities.
• Support employee engagement, career development, mentoring, coaching, and continuous learning initiatives.
• Identify opportunities for digital learning, upskilling, reskilling, and future-ready workforce development.
• Support organizational development, culture transformation, and change-management initiatives.
• Research emerging learning technologies, talent practices, leadership models, and industry trends.
• Establish governance, policies, processes, and standards for talent development activities.
• Continuously improve learning programs based on data, employee feedback, business requirements, and performance outcomes. ✅ Requirements
• Proven experience in Talent Development, Learning & Development, Organizational Development, Talent Management, HR, or a related field .
• Strong experience designing and implementing learning and talent development programs.
• Experience with Training Needs Analysis, competency frameworks, leadership development, succession planning, and IDPs .
• Strong understanding of adult learning principles, blended learning, digital learning, and capability development.
• Experience managing LMS platforms, e-learning programs, training databases, and learning analytics.
• Strong stakeholder management skills with the ability to work effectively with senior leaders and business managers.
• Experience managing external trainers, consultants, training vendors, and learning partners.
• Strong analytical skills with the ability to use data to evaluate learning impact and talent outcomes.
• Excellent presentation, facilitation, communication, and interpersonal skills.
• Strong project management and organizational skills with the ability to manage multiple initiatives simultaneously.
• Strong understanding of performance management, talent reviews, career development, and succession management.
• Experience with HR systems, Microsoft Excel, PowerPoint, Power BI, LMS, or other HR technology platforms is an advantage.
• Knowledge of HRD Corp/HRDF requirements and training claims is an advantage for Malaysia-based roles. (LinkedIn)
• Ability to maintain confidentiality and handle sensitive employee and talent information professionally.
• Bachelor’s degree in Human Resources, Business Administration, Psychology, Education, Management, or a related field is preferred.
