BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities in over 80 countries to improve nutrition and build resilience. To support this mission, WFP Fleet Centre in Dubai is mandated to centrally manage WFP's light and armoured vehicle fleet leasing, fleet management, and systems support, insurance cover, vehicle disposal, and advanced driver training and fleet management training services, to enable effective, safe and efficient fleets in all WFP offices globally. Fleet Centre is also increasingly collaborating with other UN agencies in the area of provision of leasing services and related fleet management and training services.

The Fleet Centre Driver Trainers are recruited on When Actually Employed (WAE) consultancy contracts, with global travel required to Country Offices to deliver the Fleet Centre's training services on as-required basis. As Fleet Centre ambassadors in the field, the Driver Trainers contribute towards effective, safe, and efficient fleets. Under the direct supervision of the OSH/Road Safety Specialist, the incumbent will perform the below 
functions.

EXPECTED DELIVERABLES:
1.    Deliver Fleet Centre's driver and road-safety classroom and vehicle-based training syllabi in global locations to develop the necessary WFP and UN Agency driver competencies to ensure the safe and secure operation of light and / or armoured vehicles in humanitarian emergency response environments.
2.    Assess driver trainee learning and make critical decisions regarding their progress and subsequent qualification for employment. QDTs should administer assessments in a fair, valid and reliable manner and in accordance with each trainees Personal Development Plan (PDP).
3.    Deliver and assess Fleet Centre's interactive road-safety and driver training webinar modules via on-line platforms to WFP and UN Agency drivers.
4.    Inspire, motivate and challenge driver trainees, understand their learning needs and expectations, utilize pedagogical teaching tools and techniques to maximize knowledge transfer and learning is achieved.
5.    Create an inclusive classroom and vehicle-based learning environment where all driver trainees can learn and reach their full potential. Also, present information in the most appropriate way to suit the needs of the driver trainees using both directive and facilitative techniques to develop individual driving and road-safety strengths.
6.    Facilitate driving and road-safety coaching and mentoring interventions for fleet focal points, field security staff and drivers using a recognized coaching technique (STEER).
7.    Review and amend training materials and documentation as directed by the Fleet Centre Training Manager using recognized instructional design techniques to ensure driver training complies with Fleet Centre's external qualification and accreditation standards.
8.    Manage and verify the assessment and selection of new and re-contracted WFP drivers in accordance with Fleet Centre 'Driver Assessment Programme' Standard Operating Procedure (SOP) in WFP COs.
9.    Collate driver trainee information and compile Fleet Centre weekly and end of mission feedback reports.
10.    Contribute to the preparation of schedules and driver allocation sheets and liaise with the Fleet Centre Training Coordinator and C.O Administration and FM focal-points focal points for the management of emergent schedule changes during driver training and assessment missions.
11.    Internally validate Fleet Center driver and road-safety training and collect/ collate initial data to evaluate the initial training impact with respect to the organization's goals. The evaluation results should provide a metric for the effective achievement of driver training objectives.
12.    Conduct vehicle safety and mechanical compliance checks as required prior to and during vehicle-based driver training and record deficiencies and inform the appropriate fleet focal points for defects and non-compliance issues encountered during driver training missions.
13.    As Fleet Centre ambassadors, contribute towards effective, safe and efficient fleets and the realization of the UN road-safety strategy and the UN Sustainable Development Goal 3 (Action 3.6).
14.    Contribute to other WFP and Fleet Centre road-safety initiatives (UN Road-Safety Week, etc).

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:    

•    Higher education.

•    An internationally recognized driver training qualification (desirable).

•    A recognized coaching and mentoring qualification (desirable).

•    An adult learning vocational qualification (desirable).

•    Valid driving licence specific to the vehicles subject to training. For AVs, EU Class C or equivalent.

Experience:    

•    A minimum of 6 years' experience delivering vehicle and classroom- based training.

•    Driver trainer / instructor experience.

•    Experience in tactical use of armoured vehicles (AV). (Applicable for AV related training roles only).

Knowledge & Skills:    

•    Technical / mechanical knowledge of vehicles, including driver aids (desirable)

•    Ability to cooperate with culturally diverse staff at all levels of hierarchy.

•    Ability to communicate (verbally and in writing) clearly, effectively and diplomatically with culturally diverse audiences

•    Ability to work under pressure to tight deadlines whilst working in fragile and potentially hostile environments

•    Excellent interpersonal skills to collaborate and influence with various stakeholders and subject matter experts

•    Strong presentation skills

•    Excellent health.

•    Flexibility to travel on short notice.

Languages:    

•    Working knowledge proficiency level C) of English and ideally intermediate knowledge (level B) of another UN language (Spanish, French, Arabic, Chinese, Russian) or Portuguese (one of WFP's working
languages).
