Position OverviewThis Project Director role with Parsons Corporation in Dubai is a high-impact leadership position overseeing one of the region s most ambitious rail development programs. The role focuses on full lifecycle delivery of a multi-billion-dollar intercity rail project, ensuring world-class safety, quality, and performance standards. It is designed for senior rail leaders experienced in mega infrastructure programs across the UAE and the wider Middle East.

Key Responsibilities

* Lead end-to-end project delivery across design, procurement, construction, testing, and commissioning

* Establish and implement project governance frameworks including Project Execution Plan, Quality Management Plan, and Health and Safety Plan

* Serve as the primary interface with Client representatives, regulatory authorities, ministries, and major contractors

* Oversee systems integration across civil works, track, structures, MEP, rolling stock, signaling, and operational readiness

* Manage contracts, variations, scope optimization, and commercial controls to safeguard project interests

* Collaborate with Parsons executive leadership to capture lessons learned and strengthen rail market positioning

* Ensure full compliance with UAE rail regulations and coordination with Abu Dhabi and federal agencies

* Lead multidisciplinary technical teams, ensuring accountability and performance across all workstreams

* Manage value engineering, risk governance, schedule assurance, and cost control strategies

* Promote a culture of innovation, sustainability, digital engineering, and safety excellence

* Monitor project milestones and produce executive-level progress, assurance, and risk reports

* Conduct regular strategic review meetings to maintain unified direction and delivery consistency

Ideal Profile

* Bachelor s degree in engineering or a relevant technical discipline

* Master s degree or Chartered Engineer (CEng) accreditation preferred

* Minimum 20 years experience in major rail project delivery across design, construction, and commissioning

* At least 5 years UAE or Middle East exposure on metro, mainline, or high-speed rail programs

* Proven success delivering at least one major rail project as Project Director or equivalent

* Experience with high-speed rail systems is an advantage

* Demonstrated capability managing programs exceeding USD 2 billion in installed cost

* Strong background in project controls, stakeholder management, and risk governance

* Excellent interpersonal, negotiation, and executive-level communication skills

* Knowledge of global rail standards, safety systems, BIM, digital twins, and PMIS platforms

* Leadership style that encourages high performance across multicultural teams
