Our Client is a recognized player in the Construction industry and a part of a large holding group, responsible for several prestigious projects within the UAE and Middle East region. The role is based in Abu Dhabi.

Job Scope for the role :

The Civil Estimation Manager (Pre-Contracts) is responsible for managing all pre-award activities related to tendering and cost estimation for residential construction projects, including villas, townhouses, mixed-use buildings and industrial projects.

Key Responsibilities

1. Pre-Contracts & Tender Management

  • Lead the full pre-contract workflow from tender receipt to final submission.
  • Review tender invitations, contract clauses, drawings, specifications, and addendums.
  • Identify commercial, technical, and contractual risks early and prepare risk registers.
  • Coordinate tender clarifications with clients/consultants.
  • Attend pre-bid meetings, site visits, and tender briefings.

2. Technical Review & Quantity Verification (Pre-Contract Stage)

  • Oversee detailed review of drawings and BOQs to ensure alignment with scope.
  • Validate quantity take-offs prepared by civil and architectural estimators.
  • Highlight discrepancies, exclusions, and assumptions for Pre-Contracts management.
  • Ensure compliance with tender requirements and applicable construction standards
    .

3. Cost Estimation

  • Prepare detailed pre-contract cost estimates:

– Civil & structural works

– Architectural & finishes

– Preliminaries, site overheads, indirect costs

  • Conduct value-engineering and alternative proposals to enhance competitiveness.

4. Vendor/Subcontractor Pre-Contract Coordination

  • Float RFQs to approved subcontractors and suppliers at the pre-tender stage.
  • Negotiate pre-contract rates in coordination with Procurement & Management.

5. Bid Documentation & Final Submission

  • Prepare full pre-contracts tender packages
  • Ensure accuracy, completeness, and compliance of all pre-contract submissions.
  • Coordinate with senior management for pricing reviews and final approval.

Qualifications & Experience

  • Bachelor's Degree in Civil Engineering.
  • 15 years of estimation/pre-contracts, tendering & cost planning experience, predominantly with a main contractor.
  • Strong background in residential projects - villas, townhouses, mixed-use buildings and industrial projects.
  • Deep knowledge of UAE construction practices, market and subcontractor landscape.
  • Strong analytical and negotiation skills.
  • Proficiency in AutoCAD, Excel, and estimation tools such as Candy/CCS.
