Job Title: HSE Officer – Civil & MEP Construction

Job Summary:

The HSE Officer is responsible for ensuring compliance with health, safety, and environmental regulations across civil and MEP construction sites. This role involves implementing safety policies, conducting risk assessments, and promoting a culture of safety among workers and subcontractors.

Key Responsibilities:

  1. Risk Assessment & Hazard Control


• Conduct regular site inspections to identify potential hazards.


• Evaluate risks associated with civil and MEP activities (e.g., working at heights, electrical installations, confined spaces).


• Recommend and implement control measures to mitigate risks.

  1. Compliance & Policy Implementation


• Ensure adherence to local and international HSE regulations.


• Develop and enforce site-specific HSE policies and procedures.


• Monitor compliance with PPE usage and safety protocols.

  1. Training & Awareness


• Organize safety induction programs for new workers.


• Conduct toolbox talks and safety training sessions.


• Promote awareness of safe work practices and emergency procedures.

  1. Incident Management


• Investigate accidents, near misses, and unsafe conditions.


• Prepare detailed incident reports and root cause analyses.


• Coordinate corrective actions and follow-up inspections.

  1. Documentation & Reporting


• Maintain accurate records of inspections, audits, and safety meetings.


• Prepare weekly and monthly HSE performance reports.


• Track and report safety statistics to management.

  1. Emergency Preparedness


• Develop and test emergency response plans.


• Ensure availability and maintenance of firefighting and first-aid equipment.


• Coordinate with local emergency services when needed.

  1. Coordination with Project Teams


• Collaborate with civil and MEP engineers to integrate safety into planning and execution.


• Review method statements and risk assessments submitted by subcontractors.


• Participate in project meetings to address HSE concerns.

Qualifications & Skills:


• Diploma or Bachelor's degree in Engineering or Occupational Health & Safety.


• NEBOSH, IOSH, or equivalent certification.


• 2-3 years of experience in HSE roles within civil and MEP construction.


• Strong knowledge of UAE HSE regulations and construction safety standards.


• Excellent communication, observation, and reporting skills.
