Job Description:

Senior Quantity Surveyor

Senior Quantity Surveyor will be administering the procurement and construction supervision team concerning all commercial aspects and contractual matters in the project. Will participate in the review and approval of interim payments, project variations and other commercial matters. The Senior Quantity Surveyor will assist the Commercial Manager in the analysis and evaluation of all contractors claims by the contractor and other contractual matters.

Roles and Responsibilities:

Pre-Contract:

• Delivers quality estimates for projects and programs as assigned. The Senior Quantity Surveyor ensures company estimating practices, techniques, processes and procedures are applied. 

• Develops basis of the estimate (BOE) narrative that clearly defines estimate methodology, scope, pricing characteristics, escalation, assumptions, and exclusions such that the customer has complete understanding of the content and the components of the delivered estimate of probable cost.

• Prepares and summarizes task and subtask estimates, including resource rates and/or unit cost to perform parametric order of magnitude cost estimates when detailed estimate development is not necessary or time does not permit that level of detail. 

• Reviews contractual documents and contract modifications to determine scope of work and/or scope changes and defines cost and schedule impacts to the base contract, and to provide written evaluation and recommendation of reasonable reconciliation and remediation to project and/or program management staff.

• Prepare and developed BOQ based on detailed design.

• Prequalification of companies based on EOI and RQ and recommend prospective Tenderers for specific packages.

• Accumulates, evaluates, and documents historical cost data inclusive of construction location, site conditions and restrictions, contract terms and contract execution plan, procedures and methods in order to maintain current estimating database information and cost data.

• Administering the Sharjah Airport Tendering Portal in close coordination with the Client's Procurement Team.

• Administering Tender Addendum, Tender Queries / responses, Post Tender Addendum, Post Tender Clarifications with Projects Team and obtaining approval from the Client.

• Tender management including commercial tender evaluation i.e. rate analysis, arithmetic check, pricing anomalies and recommendation to the Client.

• Drafting of Letter of Acceptance considering the program wide status and obtaining approval from the Client.

• Preparation of conformed Contract Document and administering the signing of the Agreement by the parties.

• Reviews work produced by subordinate personnel for quality, clarity, accuracy, and application; verifying that all components and cost required by the contract documents are included.

Post-Contract:

• ​The Senior Quantity Surveyors will report to either a Commercial Manager or Project Director

• Responsible for on-site and off-site quantity verifications and confirmation with regards to payments and variation works, as well as review and check payments and variations recommended by the consultant.

• Responsible for checking and verifications of all invoices of the said sub packages on site.

• Maintain a register of payments.

• Check the materials on and off site and verified delivery and acceptance from the client's representative for payment approval.

• Prepare and maintain records of all contractor's agreement and payments.

• On site verification of Final Accounts submitted by the contractors, adjusting as necessary and providing recommendations to the Client.

• Prepare and update Budget & Cash Flow report.

• Prepare Budget Transfer.

• Prepare estimates of variation works and review and check variation recommended by consultant.

• Management of bonds, insurances, and guarantee logs.

• Verifying interim valuations and preparing payment certificates.

• Preparing variations analysis and Variation Order.

• Attendance and representation at commercial meetings

• Assisting in identifying, analyzing and developing responses to commercial risks.

• Reporting to Commercial Manager or Project Director on all commercial issues.

• Assessment and determination of cost impact for claims based on EOT.

Qualifications:

• Bachelor's degree in Quantity Surveying Construction Management or Civil Engineering.

• Chartered status is a preference.

• 15+ years post graduate demonstrable experience in all aspects of quantity surveying.

• 10+ years of related work experience in infrastructure/airport projects

• Minimum 5+ years' experience in the Middle East.

• Excellent written and verbal communication skills Familiarity with company and project procedures and practices.

• Must have a clear understanding of, and ability to work with, construction contract commercial documents, engineering drawings and specifications, and be qualified to be a QS team leader.

• Working knowledge of software typically associated with quantity surveying.

• Arabic Speaker is a must.
