Job Description

At ALDAR, we are seeking an experienced and skilled Executive Vice President of Procurement to lead our procurement function and drive business growth. The successful candidate will be responsible for managing the development and implementation of all procurement-related activities for corporate-related products and services.

Key Responsibilities:
  • Procurement Process Management: Manage end-to-end procurement process, from Request for Proposal (RFP) development and review to the appointment of consultants or contractors for corporate functions.
  • Transaction Review and Approval: Review, manage, and approve all non-project procurement transactions according to the Department of Operations and Administration (DOA) guidelines.
  • Tender Development and Review: Review the development of all tender-related scope templates (consultants and contractors) and associated documentation to ensure compliance with laws, regulations, policies, and procedures.
  • Procurement Performance Improvement: Apply corrective actions on the procurement process to enhance its performance, reducing time and cost.
  • Asset Disposal: Manage the selling of corporate depreciated items, such as cars and furniture.
  • Contract Management: Manage the delivery of commercially favorable contracts and cost savings opportunities associated with vendor agreements.
  • Vendor Management: Ensure all vendors are providing cost-effective value-added services, periodically reviewing and evaluating all contracts.
  • Procurement Strategy and Planning: Ensure the implementation of procurement strategies, objectives, Key Performance Indicators (KPIs), and plans on a yearly basis.
  • Negotiation and Commercial Review: Negotiate with vendors and suppliers to obtain the best techno-commercial values and supervise the commercial review of proposals to ensure obtaining the best deals.
  • Award Recommendation and Validation: Review, validate, and approve the final award recommendation process.
  • Procurement Process Supervision: Supervise the procurement process and liaise between external vendors and internal departments to ensure timely delivery of products and services within RFP specifications.
