Job Description

Black Pearl Consult is seeking a highly skilled NOC Coordinator/Engineer to join our team in Abu Dhabi. As a key member of our construction project management team, you will be responsible for coordinating and handling all project-related activities related to applications and approvals with public authorities.

Key Responsibilities:
  • Coordinate and handle all project-related activities related to applications and approvals with public authorities, including construction permits and NOCs.
  • Prepare and process construction permits and permit-to-work applications to ensure smooth administration.
  • Participate in the continuous improvement of related processes and procedures to ensure optimal customer service.
  • Approach and interact with legal authorities to apply and obtain all required NOCs, relocation permits, etc.
  • Submit requests for legal permits issuance and renewals and follow up with public authorities for their issuance.
  • Build and maintain a strong network of relations with government authorities to facilitate request processing.
  • Represent the company at different platforms, including airports, embassies, police stations, ministries, and other government departments.
  • Provide administrative support to project managers and work closely with project document controllers.
  • Collect and provide regular updates on all work and immigration standards from government offices to keep the line manager informed of any changes in procedures and rules.
  • Accurately prepare and process required legal documents, such as rent contracts and attestations in government agencies.
  • Diligently verify, gather, and research relevant information and procedures related to business activities that clients wish to undertake under their trade licenses.
Requirements:
  • Education: Bachelor's Degree in Civil Engineering
  • Functional Competencies:
    • Expertise with multiple online agency portals
    • Existing network/contacts at government agencies
  • Experience:
    • Minimum 5 years of experience in a similar position in the construction industry
  • Language:
    • Fluent in Arabic and English (read/write)
  • Computer Skills:
    • Proficiency in MS Office (well-versed in Microsoft Word & Excel)
  • Other:
    • Holds UAE driving license and owns a car
