We are currently seeking an experienced Cost Estimation Manager to join our team at HIRE Consultancy. The ideal candidate will play a crucial role in ensuring projects are financially viable, closely monitoring costs, and implementing best practices in cost control and estimation.

Key Responsibilities:

  1. Participate in project initiation and preparation of initial budgets.
  2. Monitor and control value engineering workshops to update project budgets and conduct cost comparisons for alternatives.
  3. Validate project budgets throughout the design development stages.
  4. Manage and oversee costing consultants.
  5. Review and validate all project payments.
  6. Review and finalize all project variations.
  7. Negotiate with contractors and consultants, closing agreements efficiently.
  8. Liaise with other departments to ensure clear identification of packages before tenders.
  9. Issue detailed budget sheets and cost reports for monitoring projects.
  10. Coordinate with the project management team to resolve cost-related project issues.
  11. Provide cost control advice to the project management team when required.
  12. Review payment certificates to ensure full conformity with stipulated contracts, including payment terms, penalties, and deductions.
  13. Review contractors' approved work programs and associated cash flows, advising on necessary adjustments.
  14. Advise project managers on cost-related risks and recommend remedial actions as necessary.
  15. Update project cost estimates based on committed and non-committed changes.
  16. Prepare final accounts ensuring all contractual obligations are met.
  17. Participate in the preparation of cost reports.
  18. Assist in issuing monthly bank/authority reports and verifying figures.
  19. Assist in preparing company cash flow forecasts by estimating upcoming project budgets based on schedules.
  20. Implement a cost control framework to monitor actual costs against budgets and commitments.
  21. Prepare and present budget/cost forecasting reports to management.
  22. Monitor actual cash outflows versus planned projections.
