Position Overview:
As a key member of the Asian Infrastructure Investment Bank (AIIB), the Senior Infrastructure Investment Advisor will play a pivotal role in enhancing infrastructure development in emerging economies. This position is integral to the Multilateral Cooperation Center for Development Finance (MCDF), which aims to foster high-quality infrastructure investments through strategic partnerships.

Key Responsibilities:
  1. Assist the MCDF Program Team in evaluating technical assistance proposals from Implementing Partners, focusing on project preparation, capacity building, and the development of specialized knowledge products.
  2. Manage and sustain the MCDF project pipeline in collaboration with Implementing Partners, ensuring alignment with available resources from the Finance Facility.
  3. Support the Program Team in monitoring and reporting on approved technical assistance initiatives, preparing comprehensive pipeline reviews and reports for the MCDF Governing Bodies.
  4. Draft programming and monitoring policies, operational modalities, and proposals for funding priorities and project selection criteria for review by the MCDF Governing Bodies.
  5. Facilitate relationship management with clients from developing countries, Implementing Partners, co-financiers, and other stakeholders.
  6. Assist in the accreditation process for potential implementing partners, adhering to the MCDF accreditation framework.
  7. Lead consultations, workshops, and information-sharing sessions among Implementing Partners to strengthen the MCDF project pipeline.
  8. Compile annual work programs for the Program Team in coordination with other MCDF Secretariat teams.
  9. Perform additional duties as assigned by the Program Team Head or the CEO of the MCDF Secretariat.

Qualifications:
  • A Master's degree or higher in engineering, finance, economics, or a related field from a recognized institution.
  • A minimum of years of relevant professional experience in infrastructure project design, planning, feasibility assessment, and implementation, with a preference for experience in strategy development and results monitoring.
  • Proven experience in originating and structuring infrastructure projects and/or public-private partnership transactions.
  • Familiarity with leveraged finance and blended finance approaches, particularly in the context of infrastructure in developing countries.
  • Experience within multilateral development banks (MDBs) and a solid understanding of MDB internal processes and products.
  • Experience in the infrastructure sectors of transport, energy, or information and communication technology in developing countries.
  • Demonstrated leadership experience in managing teams.
  • Excellent oral and written communication skills in English; proficiency in French, Arabic, or Spanish is a plus.
