Join our talented team in Dubai, United Arab Emirates, as we seek a Maritime Legal Counsel to lead our maritime policy development and regulation efforts.

About the Job

This role involves developing and implementing strategic plans to align with the organization's vision and mission, formulating and reviewing operational plans, financial budgets, and policies to ensure compliance with organizational standards, directing initiatives focused on process improvement, digitization, and change management, and leading advocacy efforts to influence maritime policy at national and international levels.

Responsibilities

  • Strategic Planning and Leadership: Develop and implement comprehensive strategies to align with the organization's vision and mission.
  • Policy Development and Compliance: Formulate and review operational plans, financial budgets, and policies to guarantee adherence to organizational standards.
  • Process Improvement and Change Management: Direct initiatives aimed at enhancing operational efficiency through process improvement, digitization, and change management.
  • Policymaking and Advocacy: Review and amend maritime safety, environmental, and navigation control policies in accordance with UAE government directives and international standards, and lead advocacy efforts to influence maritime policy at national and international levels.
  • Collaboration and Benchmarking: Facilitate collaboration with other Emirates to foster cohesive maritime regulation across the UAE and conduct research activities to benchmark policies against regional and global standards.
  • Risk Management and Monitoring: Establish and maintain effective monitoring systems for compliance with all maritime regulations and address non-compliance issues promptly, while also managing risks associated with maritime operations and regulatory compliance.
  • Regulatory Guidance and Supervision: Offer regulatory support to other departments to ensure effective implementation and understanding of maritime policies, and supervise engagement processes with maritime stakeholders for feedback on policy developments and enhance regulatory compliance.
  • Cultural Excellence: Foster a high-performance culture within the department by promoting employee engagement and commitment to organizational goals, and encourage adherence to health, safety, and environmental practices.

Requirements

  • Background and Experience: At least 8 years of experience in maritime policy development and regulation, including at least 4 years in a managerial role overseeing a team.
  • Compliance Expertise: Demonstrated ability to ensure compliance with maritime regulatory frameworks and standards.
  • Education and Certification: Bachelor's Degree in Maritime Studies, Law, Public Policy, or a related field is required, and Certified Maritime Policy Specialist (CMPS) is preferred.
  • Leadership and Communication Skills: Strong leadership, strategic thinking, and stakeholder management skills, excellent communication and negotiation abilities in both Arabic and English.
