Oversees the impact of implementing policies and raises reports and recommendations to the senior management. Implements the quality systems, ISO, EFQM, DEGP, CPM and governance systems, to improve the current HR services. Assists in identifying the gaps in KPIs from targets, suggests corrective actions and areas of improvements during the consultation with the Section Managers and feeds them in the corporate KPI’s electronic monitoring system (ADAA).

Assists the senior management to develop and update the strategy, strategic objectives, balanced scorecards, yearly operational plans for the shared services including projects, emergency plans, business development, change management projects and quality manual and processes, Applies quality assurance mechanisms, monitors department performance, designs, and establishes excellence programs and tactical initiatives by following the DGEP and international standards.

Acts as an informational resource to all RTA staff in interpreting HR&D policies. Obtains the raw data and generated reports from the HR section and other resources to analyze and have the HR results criteria. Assists in developing, reviewing, and assessing HR excellence methodologies, policies and processes and its implementation outcomes as per the DGEP standard. Participates in auditing HR&D policies and processes, submits relevant reports and follows up on findings and recommendations on the relevant system. Works closely with cross functional departments (Finance, Admin, Legal, Audit etc.) when required. Any additional responsibilities as advised by the direct Line Manager or Head of Department.
