Procurement Executive

Ensure all procurement activities comply with relevant laws, regulations, and policies.
**We're looking for a Procurement Executive for our government Client in Sharjah**. The procurement Executive is responsible for overseeing the procurement process within the government administration. This role ensures that the procurement of goods, services, and contracts adheres to legal, ethical, and regulatory standards. The Procurement Executive will manage the end-to-end procurement process, from identifying needs and sourcing suppliers to negotiating contracts and ensuring timely delivery.
**Key Responsibilities**:
**Procurement Planning and Strategy**:
- Develop and implement procurement strategies in alignment with departmental and governmental objectives.
- Conduct market research to identify potential suppliers and assess market trends.
- Prepare and maintain procurement plans and schedules.
**Tendering and Contract Management**:
- Prepare and issue requests for proposals (RFPs), requests for quotations (RFQs), and invitations to bid (ITBs).
- Evaluate bids and proposals, and make recommendations for contract awards.
- Negotiate terms and conditions with suppliers and contractors to secure favorable terms for the government.
**Compliance and Documentation**:
- Maintain accurate and detailed procurement records and documentation.
- Conduct regular audits and reviews to ensure compliance and identify areas for improvement.
**Supplier Management**:
- Develop and maintain relationships with suppliers and service providers.
- Monitor supplier performance and resolve any issues related to delivery, quality, or service.
- Implement and manage vendor performance evaluation processes.
**Budget Management**:
- Monitor procurement budgets and ensure expenditures are within approved limits.
- Provide financial reports and forecasts related to procurement activities.
**Reporting and Communication**:
- Prepare and present procurement reports to senior management and relevant stakeholders.
- Communicate procurement policies and procedures to internal staff and suppliers.
**Qualifications**:
- Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field.
- Relevant certification in procurement (e.g., CIPS, CPP) is an advantage.
- Proven experience in procurement or supply chain management, preferably in a government or public sector environment.
- Strong understanding of procurement regulations, policies, and best practices.
- Excellent negotiation, communication, and interpersonal skills.
- Proficiency in procurement software and Microsoft Office Suite.
