We are looking to hire a **Procurement and Category Manager (Marketing Category) **who will be responsible for working closely and supporting the marketing & communications team for our client, a leading government organization in Doha, Qatar.

The primarily responsibility is to develop and execute global buying strategies for the Marketing categories. This includes using state-of-the-art purchasing tools to drive lowest costs for the organization and negotiating global agreements including prices and terms.
- This is a permanent role and is based in Doha, Qatar._

**Key responsibilities**:

- Develop a clear, succinct category Procurement Category strategy (marketing and communications) with supporting tactics to help deliver key business objectives.
- Build trusted and collaborative relationships with Business Owners to align on business needs, sourcing strategies and overarching procurement support to optimize the supplier’s value to the organization.
- Maintain in-depth knowledge of, and tracking market factors affecting, the pricing and associated pricing models for advertising/creative/content for all media platforms and promotions services and offerings (e.g. sponsorships).
- Work directly with our advertising / creative / content / design / sales and promotions agencies, consultants and suppliers outlining expectations based on market factors; co-development and assessment of supplier KPIs with key business partners to ensure accountability for marketing investments.
- Manage relationships with strategic advertising/creative/content/design, sales and shopper marketing promotions partners. Identify opportunities to improve the end-to-end sourcing process, gain alignment on solutions, and drive implementation of the same.
- Conduct supplier bids analysis, formal negotiations with vendors, and ensure validation.
- Evaluate supplier bids alongside requesting department and/or expense owner, providing analysis as needed. Formally conduct the negotiation process with suppliers, involving the requesting department and/or expense owner.
- Build and maintain strong/effective relationships with related departments/units to achieve the Group's objectives.
- Provide timely/accurate data to external/internal Auditors, Compliance, Financial Control and Risk when required.

**Knowledge, skills & experience**:

- Bachelor’s or Master’s degree in Supply Chain or equivalent
- CIPS Certification will be an advantage
- Proven sourcing skills and expertise;_ **Marketing Procurement experience**_ an asset, Indirect Sourcing category experience strongly preferred.
- Knowledge of creative, sales and promotional agency operations, and best practices.
- _**Experience in ATL, BTL, Media Buying, PR & Social Media buying.**_
- Strong contract negotiation and contract drafting/review skills: knowledge of best demonstrated practices in structuring agency contracts, awareness of client-agency and media/advertising legal environments.
- Ability to collaborate and influence internal and external stakeholders.
- Ability to lead teams in holistic business-based situation analysis, solution generation and action steps.
- Demonstrated ability to interact with and influence all levels of management, with exceptional communication and presentation skills (written and verbal).
- Ability to work effectively and productively in a team environment.
- Ability to collaborate with internal departments, seek common ground and ensure alignment on common goals.
