Head of Electricity Sector Regulation

**The overall goal of the job: -**
- The Head of Electricity Sector Regulation is responsible for providing direct support to the Director of Technical Management in all matters related to the energy sector in Abu Dhabi in terms of generation, transportation, and distribution. This includes technical regulation of licensees to provide all energy services with a focus on compliance, efficiency, and continuous improvement of the sector.
- The head of the electricity sector regulation department manages the staff within the energy services team and ensures that the team performs effectively.

**Specialized tasks: -**
- Supervising the monitoring and technical compliance of licensees in the energy sector.
- Supervising the implementation and review of performance standards for licensees in the energy sector.
- Urge the development of technical standards and regulations related to the energy sector.
- Seek to identify and make organizational improvements and improve the system.
- Support for progress in renewable energy initiatives within the sector.
- Overseeing all technical issues related to the large-scale generation of renewable energy within the sector.
- Actively looking to improve strategy and technical aspects of price regulation and control, particularly in the energy sector.
- Monitor compliance by auditing the performance of licensees to ensure best practices and full compliance with sector regulations and regulations
- Propose incentive mechanisms through which licensees can be rewarded or punished financially.
- Supervising and preparing brief reports on key performance indicators in the energy sector.
- Supervising the preparation of the annual technical report of electricity in the Energy Department.
- Work in collaboration with the Energy Department's Strategy and Policy Departments to make progress in all energy policies, strategies and initiatives.
- Representing the Energy Department in its daily dealings with licensees in the sector and other sector bodies and stakeholders
- Support technical management and other related activities and represent the Energy Department in appropriate forums, if necessary.
- Be responsible for managing the department's administrative tasks such as budgeting, workforce planning, etc.
- Identify training needs and development areas in the department.
- Manage the team and ensure adequate work is delegated within the department.

**Qualifications**
- A high level of academic achievement in a bachelor's degree in a branch of electricity or mechanics engineering.
- Preference is given to the graduate campaign.

**Experiences**
- at least 6 to 8 years in a position within the middle or senior management in the electricity sector or specialized engineering consultancy.

**Knowledge, abilities, and skills**

**Knowledge**
- A good understanding of the strategic direction of Abu Dhabi's energy sector and its objectives and the strategic direction of managing and requirements of key partners and stakeholders.
- Knowledge of Abu Dhabi's energy sector, regionally and internationally.
- Adequate briefing on power generation systems.
- Familiarity with the plans of the transport and distribution system and how it is operated, maintained, and monitored.
- Knowledge of organizational functions.

**Learn about**:

- Energy and water purchase agreements.
- Independent water and energy producers (IWPP).
- Technical aspects of the energy sector.
- Renewable energy.
- Power interconnection.

**Capacity**
- Excellent IT skills and reporting.
- The ability to develop regulatory frameworks and monitor their implementation.
- The ability to lead the preparation of technical instructions, standards and rules that focus on cooling areas.
- The ability to monitor and keep pace with trends, developments, and changes in the energy sector, and to determine their impact on regulatory activities.
- The ability to evaluate complex information to verify its accuracy and understand its effects.
- The ability to communicate effectively and cooperate with key stakeholders and energy department management as well as external parties and consultants.
- The ability to make judgements in an effective manner.
- The ability to study the external environment to understand the impact of changes and developments in the sector and the energy department.
- The ability to respond on time and accurately to all requests for information from partners and stakeholders
- The ability to identify training needs and areas of staff development.
- The ability to lead the energy department, ensure that staff are properly workload and that objectives are achieved, wherever they are determined.
- The ability to coordinate projects with teams and other office sections
