Summary

The Programme Manager will lead the design, development, and execution of Pearl Initiatives anti-corruption and integrity programmes, ensuring their alignment with the organisations vision. This role is instrumental in strengthening Pearl Initiatives position as a thought leader in corporate integrity across the Gulf region. With a focus on driving awareness, fostering collaboration, and enabling action-oriented solutions, the Programme Manager will engage businesses, policymakers, and future leaders in promoting transparency and ethical business practices.

Success in this role requires a strategic, detail-oriented, and relationship-driven leader who can design and implement high-impact programming. This includes facilitating regional task forces, delivering targeted interventions, and producing research and thought leadership that address the evolving needs of the business community. The role also emphasises performance evaluation, impact measurement, and stakeholder engagement to ensure meaningful and lasting contributions to the anti-corruption and integrity landscape.

Key Responsibilities

Programme management
  • Design, implement, and oversee anti-corruption and integrity programmes in alignment with regional and international best practices.
  • Develop and execute a strategic roadmap to enhance corporate governance, ethical business practices, and compliance frameworks.
  • Monitor programme performance, ensuring alignment with organisational goals and making data-driven adjustments as needed.
  • Manage programme budgets and resources efficiently to maximise impact and sustainability.
Relationship management
  • Build and maintain strong relationships with key stakeholders, including government agencies, businesses, NGOs, and international organisations.
  • Represent the organisation in regional and global anti-corruption forums, working groups, and conferences.
  • Engage with media, thought leaders, and policymakers to advocate for transparency, accountability, and ethical business practices.
  • Develop strategic partnerships with industry leaders and regulatory bodies to advance anti-corruption initiatives.
Research & knowledge creation
  • Conduct research on emerging risks, trends, and best practices in anti-corruption and integrity.
  • Develop white papers, policy briefs, case studies, and toolkits to support knowledge sharing and advocacy efforts.
  • Monitor legal and regulatory changes in the GCC region and recommend policy updates accordingly.
  • Support organisations in developing and implementing internal anti-corruption policies based on research-driven insights.
Event & convening management
  • Plan and execute convenings, workshops, and events, including content development, speaker preparation, and outcome reports.
  • Identify and manage facilitators, speakers, and knowledge experts for convenings.
Team leadership & support
  • Manage and mentor team members, ensuring task completion, fostering a positive culture, and supporting professional growth.
  • Oversee and review briefs, invitations, programme summaries, reports, newsletters, and other documentation.
  • Support internal planning, reporting, and coordination for board meetings and annual reports.
Programme development & innovation
  • Identify new opportunities and innovative approaches to strengthen anti-corruption and integrity efforts.
  • Develop and implement pilot projects, digital solutions, and engagement tools to drive impact.
  • Stay ahead of global trends in transparency, governance, and compliance, integrating cutting-edge solutions into programme strategies.
  • Work with funding partners and donors to develop innovative anti-corruption initiatives with measurable outcomes.

Qualifications and experience

  • A masters degree is preferred in at least one of the programmes key subject areas with proven expertise and analytical clout.
  • At least 7 years of relevant experience in working in, coordinating, and managing programmes in a not-for-profit, academic institution, think tank, research center, or members network / council.
  • Demonstrated experience in delivering programmes independently with multiple stakeholders for executive and middle management stakeholders.
  • Expertise and experience in research, impact analysis, impact-centered programmes and strategies, and curriculum development is a plus.
  • Excellent communication and relationship-building skills.
  • Fluency in English is required.
  • Fluency in Arabic is a plus.
