Job Purpose:

  • Facilitate the seamless execution of both pre-award and post-award project activities, serving as the central coordinator between the Operations, Tendering, and Commercial departments.
  • Manage client interactions, ensure project compliance, and enhance overall project delivery.
  • Oversee all aspects of preparing and submitting large international tenders, ensuring strict adherence to the Tender Governance Procedure. Additionally, the role will ensure effective coordination between various departments to maintain high standards of communication and alignment.
  • Support and implement the strategic roadmap for the international office, driving operational excellence and alignment with organizational goals.

Principal Accountabilities:

  • Act as the primary point of contact between Tendering, Commercial, and Operations teams to synchronize efforts and streamline workflows for dredging and marine projects.
  • Facilitate regular interdepartmental meetings to discuss project progress, address challenges, and implement corrective actions specific to dredging and marine activities.
  • Develop and maintain comprehensive project plans, outlining key milestones, deliverables, and timelines, ensuring alignment across all departments.
  • Oversee the seamless transition from tendering to project execution, ensuring all project requirements, resources, and documentation specific to marine operations are in place.
  • Collaborate with the Tendering & Commercial team to gather and analyze relevant data for the preparation of accurate and competitive tender documents.
  • Lead the coordination and submission process for tenders, focusing on the technical and logistical aspects of marine operations.
  • Provide strategic input during bid strategy meetings, leveraging insights from previous projects to enhance bid proposals and win rates.
  • Write or direct the preparation of QA System Documents for the International Office and ensure their implementation.
  • Coordinate with the QHSE Department to manage country-specific procedures and ensure adherence to maritime regulations and standards.
  • Ensure all contractual obligations are met and documented, maintaining meticulous records for audit and compliance purposes.
  • Serve as the principal point of contact for project management during the execution phase, fostering strong, trust-based relationships with clients.
  • Conduct regular client meetings to provide detailed project updates, address any issues related to marine operations, and ensure client satisfaction.
  • Proactively manage client expectations and feedback to improve project processes and outcomes.
  • Support the commercial team in negotiating and managing contracts, ensuring favorable terms and conditions with a focus on the financial and operational aspects of marine projects.
  • Assist in developing financial models and reports, providing analysis and insights to support commercial decision-making.
  • Ensure all commercial activities comply with the company's financial policies and regulatory requirements specific to the dredging and marine industry.
  • Collaborate with the operations team to allocate resources efficiently, ensuring optimal utilization and success in projects.
  • Identify and implement process improvements to enhance operational efficiency and project management practices in the marine sector.
  • Support the deployment and utilization of project management tools and systems, ensuring team proficiency and adherence to best practices.

Required Qualifications & Skills:

  • Education: Bachelor's/master's degree in civil engineering, Marine Engineering, or related field.
  • Experience: 10+ years in marine/dredging projects, including project management, contracts, or operations support.
  • Technical Knowledge: Understanding dredging techniques, port construction, and EPC contract frameworks (FIDIC, NEC).
  • Software Proficiency: Microsoft Office, Primavera P6 (preferred), ERP systems.
  • Soft Skills: Strong analytical, communication, and organizational abilities.
  • Languages: English (mandatory); additional languages are a plus.

Preferred Experience:

  • Prior experience in a dredging or marine construction company.
  • Understanding of procurement, logistics, and contract administration.
  • Familiarity with HSE regulations and operational risk management.
