Head of Environment, Health, and Safety

Descon Engineering is seeking a highly experienced Head of HSE based in Abu Dhabi for its EPC Division. The ideal candidate will develop and execute a robust Health, Safety, and Environment strategy, ensuring alignment with corporate policies, international standards, and client expectations. This role will be based in Abu Dhabi, UAE, and requires travel.

Key Responsibilities:

  1. Strategic Leadership & Compliance:
    • Develop and implement the HSE roadmap for the EPC division, ensuring compliance with Descon policies, ADNOC, UAE regulations, and international standards (ISO 45001, ISO 14001, OSHA, etc.).
    • Align divisional HSE policies with corporate objectives and client requirements.
    • Report regularly to the President – EPC (Administrative) & Corporate Chief of HSE (Functional) on key safety metrics and initiatives.
    • Be the focal point for client interactions regarding HSE matters, ensuring alignment with project safety requirements and expectations.
  2. Operational & Technical HSE Management:
    • Ensure robust risk assessment, hazard identification, and incident prevention programs are in place.
    • Oversee HSE performance monitoring, audits, and investigations to drive continuous improvement.
    • Lead emergency response planning, crisis management, and business continuity strategies.
    • Ensure all EPC projects implement effective permit-to-work, contractor HSE, and compliance programs.
  3. Leadership & Culture Development:
    • Drive a strong HSE culture across all levels of the organization, fostering a zero-harm, Zero-Tolerance mindset.
    • Lead a team of HSE professionals, ensuring competency development and coaching.
    • Act as the EPC HSE ambassador, engaging stakeholders, clients, and regulatory bodies.
    • Champion HSE digitalization to enhance safety and efficiency.
    • Ensure ongoing safety training, behavioral-based safety (BBS), and leadership programs are implemented across sites.

Candidate Requirements:

  1. Experience: 15-20 years in HSE within the EPC, Oil & Gas, or Heavy Industrial sector.
  2. Education: Master's degree in HSE, Engineering, or a related field.
  3. Certifications: NEBOSH, CSP, CMIOSH, or equivalent preferred.
  4. Technical Expertise: Strong understanding of EPC project HSE challenges, ADNOC HSE regulations, and international standards.
  5. Leadership: Proven track record of leading HSE teams and driving cultural transformation.
  6. Communication: Excellent stakeholder management skills, able to influence at all levels.
  7. Flexibility: Ability to travel to project sites as required.
