Roles and responsibilities

We are looking to hire aQuantity Surveyor who will beresponsible for tendering and contract management, cost estimationand budgeting and conducting feasibility studies to determine theviability of a project for our client based in Dubai,a large semi-governmentorganization.

This position is a contract role with an initialduration of 12 months and isrenewable.

We are looking for a passionateQuantity Surveyor (Pre-Contract) responsible forPreparing tender documents, including bills ofquantities (BOQ), for contractors to bid on and handle the(end-to-end process).

Key responsibilities:

  • Review tenderdocuments, scope of works, and feasibility forqualification and evaluate and analyze tender submissions andassist in selecting contractors. Preparepresentations, risk matrices, and relatedinformation to seek approval for bidding as per the strategicframework.
  • Provide contractualand administrative support to the pre-contract teamin reviewing Job Requisitions (JR), drafting Solicitation ofInterest (SoI), and preparing award recommendationreports.
  • Draft and submittechnical and commercial bids, perform RateAnalysis, and ensure adherence to pricing methodologies and riskfactor allocations.
  • Liaise withvarious departments to address tenderqueries and resolve pricing terms andconditions (PTCs).
  • Collaboratewith estimation teams or cost consultants to securecost-efficient bids while maintaining budget compliance.Develop andmaintain standardized documentation, internal policies, andprocedures related to tendering in accordance with departmentalguidelines.
  • Implement andmaintain a Quality Assurance system to ensure theaccuracy and completeness of documents.Maintain a logof all live tender packages for periodic review bythe section head.Support senior management with regular reportingon tenders and bids.
  • Assist infinal negotiations and coordinate with the legal andrisk departments to address deviations from standard contracts.Oversee contract document compilation, ensuring timely andorganized completion with input from relevantstakeholders.

Knowledge, skills &experience:

  • A Bachelor'sdegree in Quantity Surveying, Construction Management or CivilEngineering 10+ years of relevant experience, withat least 5 years in the UAE/GCC.
  • 4+ years ofexperience in end-to-end tender process.
  • Provenexperience with pre-contract quantity surveying, including tenderpreparation and BOQ reviews.
  • Prior workexperience within a real estate developer or PMC or consultant willbe an advantage

1. CostManagement

  • Ability toestimate, monitor, and control costs throughout the projectlifecycle.
  • Expertise in cost forecasting,budgeting, and financialreporting.
  • Understanding of variousconstruction cost elements, including labor, materials, andequipment.

2. ContractManagement

  • Knowledge ofdifferent contract types (e.g., lump-sum, cost-plus) and theability to interpret and manage contract terms andconditions.
  • Experience with contractadministration, negotiations, and disputeresolution.
  • Ensuring compliance with contractagreements, including timelines andpayments.

3. Estimatingand Valuations

  • Skilledin preparing cost estimates, including materials, labor, and otherresources.
  • Ability to conduct detailedvaluations for work completed, assessing the progress ofconstruction.
  • Expertise in using software tools(like CostX, Bluebeam, or similar) for estimating andvaluations.

4.Procurement andTendering

  • Knowledge ofprocurement processes, including preparing tender documents,analyzing bids, and recommending suppliers andcontractors.
  • Expertise in negotiating pricing,terms, and conditions with suppliers andsubcontractors.
  • Managing contracts and ensuringthat suppliers and subcontractors meet contractualobligations.

5. RiskManagement

  • Identifyingpotential financial risks in a construction project and developingmitigation strategies.
  • Assessing risksassociated with materials, labor, or project delays, and takingproactive measures.

6.TechnicalKnowledge

  • In-depthunderstanding of construction techniques, materials, andprocesses.
  • Knowledge of building codes, safetyregulations, and environmentalstandards.
  • Familiarity with constructiondrawings, specifications, and project scopes to accurately assessquantities and costs.

7.ProjectManagement

  • Ability tomanage and coordinate various aspects of construction projects,including timelines, budgets, andteams.
  • Monitoring the progress of projects toensure they are completed on time and withinbudget.
  • Strong organizational and multitaskingskills to handle several projects atonce.

8. Communicationand Negotiation

  • Stronginterpersonal skills for communicating with clients, contractors,and team members.
  • Ability to negotiatecontracts, terms, and costs effectively withstakeholders.
  • Reporting and presentingfinancial information clearly and concisely to clients andmanagement.

9.Attention toDetail

  • Ensuringaccuracy in measurements, quantities, and costcalculations.
  • Thoroughly reviewing contracts,tenders, and construction drawings for inconsistencies orerrors.
